C. Res. No. 910
Mayor Gonzales declared the Public Hearing open.
City Clerk Ramos submitted the Affidavit of Publication and reported that no protests
or objections had been received.
Planning Director Gonzales stated the application concerns the prezoning of properties
currently being annexed to the City, involving Annexation South 36, from R-1-1. County
zone, to R -3-X, City zone, on property located at 12472 Reche Canyon Road, and Annexa-
tion West 31, from M-1, County zone, to R -3-X, R-3, R-1 and M-1, City zones, on prop-
erty located north of Valley Boulevard, south of Mill Street, west of Meridian Avenue
and east of Eucalyptus Avenue, that area which is currently a County pocket.
(y) Mr. Gonzales advised that the Planning Commission held a public hearing on this
matter, November 15, 1978, and recommend approval of the prezonings as outlined in
Planning Commission Resolution No. 910.
Q Mr. Gonzales further advised that a letter of protest, concerning the prezoning of
Q Annexation West 31, has been received from Mr. and Mrs. Alfred M. Herman.
Mr. Mel Pierson, Real Estate Broker and Agent for Mr. & Mrs. Herman, stated he was
speaking on behalf of the Herman's, in opposition to the change of zone from M-1
to R -3-X, which would involve their property, Lot No. 199, lying between Pepper and
Meridian Avenues. Mr. Pierson said that they are not opposed to the annexation to
the City of Colton.
Mr. Wilford N. Sklar, Attorney from Riverside, California, stated he is also a prop-
erty owner within the boundaries of the proposed Annexation West 31, adjacent to
Mr. Herman's property, and he is also in opposition to the change of zone from M-1
to R -3-X as it would not be compatible with the immediate area. Mr. Sklar said he
objects to down zoning and felt the property was better suited for industrial or
commercial use.
Mr. Alfred M. Herman stated he is the property owner of Lot No. 199 and respect-
fully requested that the City Council retain the M-1 zoning, as that would be more
advantageous for resale than the residential zoning.
Councilman Temby asked what prompted this change of zone.
Planning Director Gonzales stated after amending the City's General Plan and a com-
plete study of this area, it was determined that the best use of this area, and as
a buffer zone, would be the residential designation. Mr. Gonzales said this conforms
with the General Plan for the City of Colton.
Mayor Gonzales asked if anyone else desired to speak on this matter.
Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to terminate the Public
Hearing.
