<br />After discussion, on Council consensus, the Chamber's report and request was re-
<br />ferred to Staff for study and report at the next regular Council Meeting.

<br />Mayor Gonzales declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests
<br />or objections had been received.
<br />Planning Director Gonzales stated the application concerns the prezoning of properties
<br />currently being annexed to the City, involving Annexation South 36, from R-1-1. County
<br />zone, to R -3-X, City zone, on property located at 12472 Reche Canyon Road, and Annexa-
<br />tion West 31, from M-1, County zone, to R -3-X, R-3, R-1 and M-1, City zones, on prop-
<br />erty located north of Valley Boulevard, south of Mill Street, west of Meridian Avenue
<br />and east of Eucalyptus Avenue, that area which is currently a County pocket.
<br />(y) Mr. Gonzales advised that the Planning Commission held a public hearing on this
<br />matter, November 15, 1978, and recommend approval of the prezonings as outlined in
<br />Planning Commission Resolution No. 910.
<br />Q Mr. Gonzales further advised that a letter of protest, concerning the prezoning of
<br />Q Annexation West 31, has been received from Mr. and Mrs. Alfred M. Herman.
<br />Mr. Mel Pierson, Real Estate Broker and Agent for Mr. & Mrs. Herman, stated he was
<br />speaking on behalf of the Herman's, in opposition to the change of zone from M-1
<br />to R -3-X, which would involve their property, Lot No. 199, lying between Pepper and
<br />Meridian Avenues. Mr. Pierson said that they are not opposed to the annexation to
<br />the City of Colton.
<br />Mr. Wilford N. Sklar, Attorney from Riverside, California, stated he is also a prop-
<br />erty owner within the boundaries of the proposed Annexation West 31, adjacent to
<br />Mr. Herman's property, and he is also in opposition to the change of zone from M-1
<br />to R -3-X as it would not be compatible with the immediate area. Mr. Sklar said he
<br />objects to down zoning and felt the property was better suited for industrial or
<br />commercial use.
<br />Mr. Alfred M. Herman stated he is the property owner of Lot No. 199 and respect-
<br />fully requested that the City Council retain the M-1 zoning, as that would be more
<br />advantageous for resale than the residential zoning.
<br />Councilman Temby asked what prompted this change of zone.
<br />Planning Director Gonzales stated after amending the City's General Plan and a com-
<br />plete study of this area, it was determined that the best use of this area, and as
<br />a buffer zone, would be the residential designation. Mr. Gonzales said this conforms
<br />with the General Plan for the City of Colton.
<br />Mayor Gonzales asked if anyone else desired to speak on this matter.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to terminate the Public
<br />Hearing. Unanimous vote.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to refer back to the
<br />Planning Commission for further study the prezoning of Annexation West 31. Unanimous
<br />vote.

<br />Community Services Director Earl Young stated that at a previous Council Meeting, the
<br />City Council approved Resolution No. 3875, declaring its intention to abandon a por-
<br />tion of "B" Street, east of Pennsylvania Avenue, and setting this matter for public
<br />hearing this evening. Mr. Young said this street vacation was requested by Wright's
<br />DEC 1978
