13 <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the <br />Consent Calendar. Vote was unanimous. <br />MAYOR'S RF -PORTS ANP MCI AMATMNO. <br />Proclamation <br />National Vocational Education Week <br />Mayor Beltran read in full a Proclamation honoring the week of February 12 <br />through the 18, 1978, as National Vocational Education Week. The Proclama- <br />tion was accepted by Mr. Tom Beckwith. <br />School District <br />Mayor Beltran referred to his memorandum dated February 6, 1978, responding <br />to a request from the Principal of McKinley Elementary School and members <br />of the P.T.A. Board, regarding the safety of school children crossing the <br />intersection of Pennsylvania Avenue and Johnston Street, going to and from <br />school. <br />Mayor Beltran advised the request involves restriping crosswalks and paint- <br />ing "School Crossing" prior to reaching that intersection, along with the <br />co recommendation that flashing signals be installed in appropriate places on <br />m Pennsylvania Avenue preceding the intersection. <br />Q Mayor Beltran further advised that Police Chief Elliott has stated this area <br />Q will be more extensively patrolled during school hours for the further safety <br />Q of the school children crossing these streets. <br />Mayor Beltran concluded if Council Members are in agreement, this matter will <br />be referred to Staff for additional study and report back to the City Council. <br />PUBLIC HEARINGS: <br />Appeals <br />P. C. Res. No. 859 <br />Mayor Beltran declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that she <br />had received no written protests or objections, other than those received by <br />the Planning Department. <br />Planning Director Gonzales reported that the applicant, Robert S. Longwell, has <br />requested a change of zone, from R -E, Residential Estates, to P.C., Planned <br />Community, on property consisting of 30 acres located east of Barton Road be- <br />tween Hilltop Drive and the Colton City Limits, as a Planned Residential Devel- <br />opment. <br />Mr. Gonzales stated the Planning Commission held a Public Hearing on December 27, <br />1977, to consider this matter and recommended denial of the zone change appli- <br />cation for the following reasons: <br />1. Problems with traffic circulation, namely ingress and egress. <br />2. Incompatibility of zone change with surrounding land area. <br />3. Zoning Ordinance limitations on acreage for Planned Community zone. <br />4. Lack of water availability to property. <br />Mr. Gonzales concluded that a Petition, signed by property owners surrounding <br />the proposed development, was submitted opposing the zone change request. <br />Mr. Merlin Barth, Architect for the proposed development, stated the proposed <br />project will be a good quality Planned Community project and compatible with <br />the surrounding uses and area. <br />FEB 7197 <br />
