14 <br />Mr. Barth referred to maps and drawings of the proposed development, indicat- <br />ing the changes made by the developers with regard to traffic circulation, lay- <br />out of proposed units, and water service to the area. Mr. Barth advised that <br />the property to the east of the proposed project has been purchased, adjacent <br />to the City's water tank, which they plan to utilize for water service to the <br />development. <br />Mayor Beltran stated in other words, there have been changes made in the pro- <br />posed development since it was initially presented to the Planning Commission. <br />Mr. Barth answered that was correct. <br />Councilman Hayes asked what the total number of units will be. <br />Mr. Barth answered they do not expect to exceed a total of 160 units, but, more <br />than likely, it will be a total of 140 units. <br />Councilman Gonzales questioned the front and rear yard setbacks for the development. <br />Mr. Barth answered the front yard setbacks will be approximately 20 feet, and the <br />rear yard setbacks will be varied. <br />Planning Director Gonzales stated that due to several changes made by the devel- <br />opers and acquiring of additional property for the proposed project, he would <br />recommend that this matter be referred back to the Planning Commission for addi- <br />tional review and study. <br />Council Members were in agreement with Staff's recommendation. <br />Mr. Richard Yost, 23247 Barton Road, Colton, spoke in opposition to the proposed <br />development, outlining reasons concerning density, incompatibility with future <br />residential development of the area, increased traffic, and problems relating to <br />utility easements of Southern California Edison within the subject property. <br />Mrs. Sylvia Winters, 23246 Barton Road, Colton, spoke in opposition to the pro- <br />posed project with regard to the density and increased traffic problems in that <br />area. <br />Mayor Beltran asked if anyone had additional comments on this matter. <br />Moved by Mayor Beltran, seconded by Councilman Gonzales, to continue the Public <br />Hearing to Tuesday, February 21, 1978, at 7:30 p. m., in the Council Chambers. <br />Vote was unanimous. <br />ParcnnnPl <br />Specifications/Positions <br />Mayor Beltran declared the Public Hearing open. <br />Personnel Officer Calabrese submitted the Affidavit of Posting and reported <br />that no protests or objections had been received. <br />Mr. Calabrese stated the Public Hearing this evening involves amending the <br />City's Pay and Classification Plan by adding the classifications of City <br />Engineer (Unclassified) and Planning Assistant (Unclassified). <br />Mr. Calabrese advised that job descriptions have been prepared for the two <br />classifications, and Resolution No. 3765 for Council's consideration and <br />approval. <br />Councilman Hayes stated that he felt these positions were needed for the <br />City, however, he also felt these positions should be a Classified status <br />rather than Unclassified. <br />Mr. Calabrese advised there are many positions within the City's Classifica- <br />tion Plan that are Unclassified, key positions that are responsible for carry- <br />ing out policy of the City, the Council and their various Departments. Mr. <br />Calabrese stated he does not feel these positions are out of line with the <br />existing policies that have been caried out in the past. <br />Councilman Gonzales stated at one time all of the positions within the City's <br />Classification Plan were Classified, under the Civil Service System Rules and <br />Regulations, and he felt that in establishing the Unclassified status creates <br />a double standard and deprives the employee of certain rights and protection <br />under the Civil Service System. <br />�'- <br />
