100 <br />originally located in the City of San Bernardino, but was subsequently deannexed <br />and then annexed by the City of Colton. Mr. Young stated all necessary signatures, <br />cash fees, bonds, and subdivision agreement have been obtained, therefore, Staff's <br />recommendation is for approval. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Tract No. 9967. <br />Unanimous vote. <br />FINAL TRACT <br />Parcel Map 3764 <br />Mr. Young described Parcel Map 3764 as a 7 -lot subdivision north of Cooley Drive <br />and east of Mt. Vernon Avenue. Mr. Young recommended to accept on behalf of the <br />public the street right-of-way and authorize the Mayor and City Clerk to execute <br />the City Council certificate. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to accept on behalf <br />of the public the street right-of-way and authorize the Mayor and City Clerk to <br />execute the City Council certificate. <br />FEES <br />Sewer Connection/Valley Blvd. <br />Community Services Director Young reported from his memorandum to the Council <br />dated July 13, 1978, stated that Meyer Constructors is placing an intercepting <br />sewer line in Valley Boulevard from Ranch to 300' west of Acacia and that staff <br />recommends that a $300 per acre connection fee be collected upon connection to <br />the intercepter system. Mr. Young stated it is also recommended that the funds <br />collected through this connection fee be used for future main extensions. <br />Mr. Young concluded by pointing out Exhibit "A", which outlines in red the area <br />affected by the $300 per acre charge and stated if Council concurs, it would be <br />in order to adopt Resolution No. 3838. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to adopt Resolution <br />No. 3838. Unanimous vote. <br />RESOLUTION NO. 3838 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />FIXING ANE ESTABLISHING SEWER CONNECTION CHARGES FOR <br />THE VALLEY BOULEVARD INTERCEPTOR SEWER. <br />TRAFFIC CONTROL <br />Speed Limits/South Eighth Street & Mill Street <br />Community Services Director Young reported speed zone surveys were conducted by <br />the Automobile Club of Southern California in cooperation with the Police Department. <br />Mr. Young reported findings indicated and staff recommends that on Mill Street <br />from Bordwell Avenue to Rancho Avenue be posted at 35 mph. Mr. Young stated the <br />speed zone survey conducted on South Eighth Street from "0" Street to Fogg Street <br />indicates it should be posted at 35 mph, however, upon field review the following <br />findings were apparent: (1) Wilson School site on the westerly side of Eighth <br />Street. (2) Single-family dwelling units on the east side of Eighth Street. <br />(3) Narrow pavement section south of Congress; therefore, staff recommendation <br />based on these findings is that the current 25 mph speed zone be retained on <br />Eighth Street and that it be enforced by radar patrol. <br />Council discussion followed. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to waive further reading <br />of Ordinance No. 1544, and to adopt Ordinance No. 1544. Unanimous vote. <br />ORDINANCE NO. 1544 - AN ORDINANCE AMENDING ORDINANCE NO. 1074, AND CHAPTER 10.04, <br />SECTION 10.04.130, 16.a, ARTICLE XV OF THE COLTON MUNICIPAL <br />CODE, REGULATING THE USE OF TRAFFIC UPON THE STREETS, SIDE- <br />WALKS AND OTHER PRIVATE PLACES IN THE CITY OF COLTON. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />PERSONNEL <br />Crossing Guard/Pennsylvania & Mill Sts. <br />On Council consensus, the <br />Streets submitted through <br />District was tabled to the <br />JUL 18 1978 <br />request for a crossing guard at Pennsylvania and Mill <br />the Chief of Police by the Colton Joint Unified School <br />next regular meeting. <br />
