FINAL TRACT Parcel Map 3764 Mr. Young described Parcel Map 3764 as a 7 -lot subdivision north of Cooley Drive and east of Mt. Vernon Avenue. Mr. Young recommended to accept on behalf of the public the street right-of-way and authorize the Mayor and City Clerk to execute the City Council certificate. FEES Sewer Connection/Valley Blvd. Community Services Director Young reported from his memorandum to the Council dated July 13, 1978, stated that Meyer Constructors is placing an intercepting sewer line in Valley Boulevard from Ranch to 300' west of Acacia and that staff recommends that a $300 per acre connection fee be collected upon connection to the intercepter system. Mr. Young stated it is also recommended that the funds collected through this connection fee be used for future main extensions. Mr. Young concluded by pointing out Exhibit "A", which outlines in red the area affected by the $300 per acre charge and stated if Council concurs, it would be in order to adopt Resolution No. 3838. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to adopt Resolution No. 3838. Unanimous vote. RESOLUTION NO. 3838 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FIXING ANE ESTABLISHING SEWER CONNECTION CHARGES FOR THE VALLEY BOULEVARD INTERCEPTOR SEWER. TRAFFIC CONTROL Speed Limits/South Eighth Street & Mill Street Community Services Director Young reported speed zone surveys were conducted by the Automobile Club of Southern California in cooperation with the Police Department. Mr. Young reported findings indicated and staff recommends that on Mill Street from Bordwell Avenue to Rancho Avenue be posted at 35 mph. Mr. Young stated the speed zone survey conducted on South Eighth Street from "0" Street to Fogg Street indicates it should be posted at 35 mph, however, upon field review the following findings were apparent: (1) Wilson School site on the westerly side of Eighth Street. (2) Single-family dwelling units on the east side of Eighth Street. (3) Narrow pavement section south of Congress; therefore, staff recommendation based on these findings is that the current 25 mph speed zone be retained on Eighth Street and that it be enforced by radar patrol. Council discussion followed. Moved by Councilman Hayes, seconded by Councilman Rehrer, to waive further reading of Ordinance No. 1544, and to adopt Ordinance No. 1544. Unanimous vote. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: PERSONNEL Crossing Guard/Pennsylvania & Mill Sts. On Council consensus, the Streets submitted through District was tabled to the JUL 18 1978 request for a crossing guard at Pennsylvania and Mill the Chief of Police by the Colton Joint Unified School next regular meeting.
