On Council consensus, the rent stabilization issue was referred back to <br />Staff for review and report, and preparation of a draft ordinance for <br />Council's review and consideration, at the next regular Council Meeting. <br />Mayor Gonzales announced that the City Council would take a five minute <br />recess. <br />Assessments <br />Assessment District No. 78-1 <br />Mr. F. Mackensie Brown, Legal Counsel for the proposed assessment district, <br />gave the presentation and order of procedure regarding Assessment District <br />No. 78-1 (Mt. Vernon Avenue and Cooley Drive, Phase II) to the City Council. <br />Mr. Brown reviewed previous proceedings and actions taken with regard to <br />Assessment District No. 76-1 and Assessment District No. 77-1 (Cooley Drive, <br />Phase II), pursuant to the provisions of the ".Municipal Improvement Act of <br />1913", stating -the City has considered and has now consolidated what was <br />known as Assessment District No. 77-1 to form a special assessment district, <br />to be known and designated as Assessment District No. 78-1 (Mt. Vernon Avenue <br />and Cooley Drive, Phase II), pursuant to the provisions of said "Municipal <br />Improvement Act of 1913". <br />Mr. Brown presented the executed Petition for the construction of public im- <br />provements in the proposed assessment district and the Certificate of Suf- <br />ficiency, requesting Council approval of these items. <br />Q Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve <br />Q executed Petition and Certificate of Sufficiency as presented. Vote was <br />unanimous. <br />Mr. Brown then introduced three resolutions for Council's consideration and <br />approval. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve <br />Resolution No. 3795. Unanimous vote. <br />RESOLUTION NO. 3795 - RESOLUTION OF THE CITY COUNCIL MAKING FINDINGS ON <br />PETITION. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve <br />Resolution No. 3796. Vote was unanimous. <br />RESOLUTION NO. 3796 - RESOLUTION OF THE CITY COUNCIL DESIGNATING PERSONS <br />TO PERFORM VARIOUS DUTIES FOR PROCEEDINGS IN A <br />SPECIAL ASSESSMENT DISTRICT. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve Resolu- <br />tion No. 3797. Unanimous vote. <br />RESOLUTION NO. 3797 - RESOLUTION OF THE CITY COUNCIL DECLARING INTENTION TO <br />ORDER THE CONSTRUCTION OF CERTAIN IMPROVEMENTS TOGETHER <br />WITH APPURTENANCES AND APPURTENANT WORK IN CONNECTION <br />THEREWITH IN A PROPOSED ASSESSMENT DISTRICT PURSUANT <br />TO THE TERMS AND PROVISIONS OF THE "MUNICIPAL IMPROVE- <br />MENT ACT OF 191311; DECLARING THE WORK TO BE OF MORE <br />THAN LOCAL OR ORDINARY BENEFIT AND DESCRIBING THE DIS- <br />TRICT TO BE ASSESSED TO PAY THE COSTS AND EXPENSES <br />THEREOF; AND PROVIDING FOR THE ISSUANCE OF BONDS. <br />Mr. Brown then introduced an Agreement between the City Council and the <br />Redevelopment Agency for the City of Colton, relating to the use of tax <br />increment Redevelopment funds, requesting Council's approval and authori- <br />zing execution by the Mayor and City Clerk. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve <br />Agreement between the City*Council and the Redevelopment Agency for the <br />City of Colton, and authorizing execution by the Mayor and City Clerk. <br />Unanimous vote. <br />Mr. Brown stated in approving the Agreement between the City Council and <br />the Redevelopment Agency, it would now be in order to consider first read- <br />ing of Ordinance No. 1537, providing for contributions. <br />43 <br />MAR 21 1978 <br />
