MAYOR'S REPORTS AND PROCLAMATIONS: <br />Procl amati ons <br />Girl Scout Week: <br />Mayor Beltran read in full a Proclamation honoring Girl Scout Week, March 12 <br />through 16, 1978. The Proclamation was accepted by Barbara Pfennighausen. <br />Colton Community Togetherness Day: <br />Mayor Beltran read in full a Proclamation honoring Colton Community Together- <br />ness Day, April 30, 1978. The Proclamation was accepted by Judge David McKenna. <br />PUBLIC HEARINGS: <br />Appeals <br />P. C. Res. No. 859 <br />Mayor Beltran declared the opening and continuance of the Public Hearing. <br />Deputy City Clerk Veralrud submitted the Notice of Continuance of Public <br />(Y, Hearing. <br />Planning Director Gonzales advised the Planning Commission reconsidered <br />4 and reviewed the Zone Change application, requested by Mr. Robert S. <br />Longwell, at a public hearing held February 28, 1978, and recommend ap- <br />proval of the zone change, from R -E, Residential Estates, to P.C., <br />Planned Community, on property located east of Barton Road between <br />Hilltop Drive and the Colton City Limits, as outlined in Planning Com- <br />mission Resolution No. 866. <br />Mr. Merlin Barth, Architect for the proposed development, stated that <br />the applicant/developer has acquired additional property, now totalling <br />approximately 60 acres, for the proposed planned community development. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to termi- <br />nate the Public Hearing. Vote was unanimous. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to'approve <br />Resolution No. 3766. Unanimous vote. <br />RESOLUTION NO. 3766 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />ANNOUNCING ITS FINDINGS AND DECISION ON PLANNING COM- <br />MISSION RESOLUTION NOS. 859 AND 866. <br />Condemnations <br />Expense Report <br />Mayor Beltran declared the opening and continuance of the Public Hearing. <br />Deputy City Clerk Veralrud submitted the Notice of Continuance of Public <br />Hearing. <br />City Manager Calabrese referred to a memorandum from the City Clerk, dated <br />March 2, 1978, regarding consideration of expenses for demolition of struc- <br />tures at 778 South 5th Street, advising that the proper notices have been <br />given to the owner and the Notice of Administrative Proceedings has been <br />filed with the County Recorder's Office. <br />Mr. Calabrese said that Staff recommends the sum of $970.00 be placed as <br />a lien against the property and, because this sum is in excess of $500.00, <br />that the City Council consider providing for payment over a five year <br />period. <br />Mr. Calabrese concluded if the Council Members concur with the recommenda- <br />tions of Staff, it would be proper to adopt Resolution Nos. 3779 and 3780. <br />Mayor Beltran asked if anyone desired to speak on this matter. <br />MAR 71978 <br />
