<br />Planning Director Gonzales advised that the Planning Commission considered
<br />and studied a zone change application, Index No. A-2-78, requested by
<br />Wight -Hopkins Development Company, to change the zone from R-1, single-
<br />family residential, to R -E, residential estates, on property located in
<br />Tract No. 9942, on the northwest corner of La Cadena Drive and Litton
<br />Avenue, at a public hearing held February 14, 1978, and recommend approval
<br />of the zone change from R-1 to R -E, as outlined in Planning Commission
<br />Resolution No. 864.

<br />Planning Director Gonzales reviewed a conditional use permit application re-
<br />quested by Donald H. Teunissen, to develop an eight bay, self-service car -
<br />wash on property located at the intersection of Barton Road and Washington
<br />Street, Index No. C-13-77.
<br />Mr. Gonzales stated the Planning Commission held a public hearing on Febru-
<br />ary 28, 1978, to consider and study the conditional use permit application,
<br />and recommend approval subject to eight conditions, as outlined in Planning
<br />Commission Resolution No. 867.
<br />Mr. Donald H. Teunissen, 4075 Mirada, Highland, California, applicant/owner
<br />of the proposed development, stated that he has been selling equipment for
<br />car wash businesses for seven years, and he owns and maintains three other
<br />self-service car wash operations in the area.
<br />Mr. Teunissen continued that the proposed development will be a modern, well-
<br />landscaped,.self-service car wash operation with seven open bays, and an
<br />eighth bay to be used for equipment and enclosed trash area, to be construct-
<br />ed over a half -acre of land. Mr. Teunissen advised that the architect -designer
<br />for this project is well skilled and experienced in landscaping and park -like
<br />settings, and the proposed development is designed in a low setting, beautiful-
<br />ly landscaped with proper lighting and retaining wall.
<br />Mr. A. W. Knox, 3322 Easter Avenue, Huntington Beach, California, co-owner and
<br />manager of the Terrace Oak Apartments on Washington Street, stated he is speak-
<br />ing on behalf of the numerous opponents in the audience against the proposed
<br />car wash operation, and presented photos and petitions to the Council Members.
<br />Mr. Knox referred to the surrounding uses and zoning in the area, stating the
<br />proposed car wash operation is not a compatible use with the surrounding resi-
<br />dential properties, traffic congestion and problems will increase, along with
<br />possible vandalism, there will be an extra load on the water supply and sewage
<br />system, and the applicant has not provided for a recovery water system. Mr.
<br />Knox referred to the petition that had been submitted, containing approximate-
<br />ly 110 names, opposing the car wash development.
