Mr. Calabrese advised that in 1977-78, the City of Colton spent approximately <br />$55,000 for Dial -A -Ride service, and in 1978-79, with OMNITRANS administering <br />the same service but with new vehicles, the cost to the City would be approxi- <br />mately $31,000, utilizing UMTA Section 5 monies to fund one-half of the operating <br />costs. <br />After discussion among Council Members and Staff, this matter was referred back <br />to Staff for further study and report. <br />Bids <br />Moved by Mayor Gonzales, seconded by Councilman Hayes, awarding bid to Inland <br />Water Works Supply Company, in the amount of $6,440.36, for 1,053 feet of Class <br />150, 10 -inch diameter Asbestos -Cement pipe for the Water Division. Vote was <br />unanimous. <br />Street Vacations <br />Councilwoman Cisneros asked about the proposed 10th Street vacation, and wanted <br />to know if Staff is working with the developer and looking for alternatives. <br />Mrs. Cisneros felt that a movie theater was badly needed in our City. <br />0) City Manager Calabrese stated that Staff has been working with the developer <br />co on this matter, and they are presently looking at alternative sites and various <br />0) conditions. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Q Agreements <br />City Attorney Edwards presented to the Council Members a cost-sharing agreement <br />between the Cities who are plaintiffs in the anti-trust suit against Southern <br />California Edison Company, which provides that the City of Colton will pay 3.91% <br />of the total costs. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving and <br />authorizing Mayor to sign, on behalf of the City, a Cost -Sharing Agreement per- <br />taining to anti-trust suit against Southern California Edison Company. Vote was <br />unanimous. <br />Elections <br />Res. No. 3817 <br />City Attorney Edwards introduced Resolution No. 3817 for Council's consideration <br />and approval, regarding consolidation of a Special Municipal Election in the <br />City of Colton to be held with the statewide General Election on November 7, 1978. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution <br />No. 3817. Unanimous vote. <br />RESOLUTION NO. 3817 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON RE- <br />QUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN <br />BERNARDINO TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION OF <br />THE CITY OF COLTON TO BE HELD ON NOVEMBER 7, 1978, WITH THE <br />STATEWIDE GENERAL ELECTION TO BE HELD ON NOVEMBER 7, 1978, <br />PURSUANT TO SECTION 23302 OF THE ELECTIONS CODE. <br />ORAL COMMUNICATIONS: <br />Street Vacations <br />Mayor Gonzales stated he was also concerned about establishing a movie theater <br />in our City, and suggested that if Staff and the developer cannot come up with <br />an alternative site, the original recommendation of the 10th Street vacation <br />should be reintroduced for consideration. <br />Appointments <br />Mayor Gonzales referred to his memorandum dated May 16, 1978, regarding his recom- <br />mendation for appointment of Mr. Thomas Lee to the Housing Advisory and Appeals <br />Board, and also that item previously introduced recommending appointment of Police <br />Chief Phil Elliott to the Arrowhead Justice Association, and requested that <br />the Council Members submit their recommendations for appointments to be con- <br />sidered at the next regular Council Meeting. <br />71 <br />MAY 16 1978 <br />
