Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Municipal Clerk's Week - May 14 through 20, 1978, presented to City Clerk <br />Helen Ramos. <br />National Public Works Week - May 21 through 27, 1978, presented to Community <br />Services Director Earl Young. <br />Commendation on behalf of former Community Development Coordinator, Arturo <br />De La Cerda. <br />PUBLIC HEARINGS: <br />Personnel <br />Mayor Gonzales declared the Public Hearing open. <br />Personnel Officer Calabrese submitted the Affidavit of Posting and reported <br />that no protests or objections had been received. <br />Mr. Calabrese reported from his memorandum regarding amending the City's Pay <br />and Classification Plan to include the position and salary range of Assistant <br />City Manager, which would include the duties previously performed by the Direc- <br />tor of Finance and some performed by the Assistant to the City Manager. Mr. <br />Calabrese stated the net savings from this reclassification, and the hiring of <br />an Administrative Assistant for the City Manager's Office, would be well in <br />excess of $10,000 in salary per year, plus savings in benefits, which would <br />save the City salary monies on an annual basis with no resultant reduction in <br />services to the people of Colton. <br />Councilman Rehrer felt the City should wait until after June before making any <br />changes or additions in personnel, and the outcome of the Jarvis initiative. <br />Mr. Calabrese stated this change will bring about a cost saving for the City, <br />and the City should be looking toward various avenues to save monies. <br />Mayor Gonzales spoke in favor of the proposed classification and change, stating <br />this is a positive recommendation and will represent a saving to the City. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />Mr. Kenneth Knutson, President of the Colton Chapter of the San Bernardino Public <br />Employees Association, spoke in favor of the proposal and the anticipated savings <br />to the City. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to terminate the <br />Public Hearing. Unanimous vote. <br />Mayor Gonzales moved for approval of Resolution No. 3812. Motion died for lack <br />of a second. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to deny Resolution <br />No. 3812. Motion carried, with Mayor Gonzales voting NO. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permit <br />P. C. Res. No. 876 <br />Planning Director Gonzales reported on a Conditional Use Permit application re- <br />quested by Feroz Ahmed to expand the range of uses to include the sale of alcoholic <br />beverages on property located at 2005 West Valley Boulevard. <br />Mr. Gonzales advised that the Planning Commission held public hearings on this <br />matter, March 28, April 11, and April 25, 1978, and having reviewed and studied <br />the application and request, recommend approval of the Conditional Use Permit, <br />subject to the findings and conditions as outlined in Planning Commission Reso- <br />lution No. 876, restricting the sale and consumption of alcoholic beverages to <br />the party -dining hall building within the open air market. <br />MAY 21978 <br />
