Moved by Councilman Hayes, seconded by Councilwoman Cisneros. to approve Planning <br />Commission Resolution No. 876, subject to findings and conditions as outlined <br />therein. Unanimous vote. <br />Conditional Use Permit <br />P. C. Res. No. 877 <br />Mr. Gonzales read his memorandum dated April 27, 1978, regarding a Conditional <br />Use Permit application requested by Frank Driml, to develop a shopping center, <br />which will consist of two main buildings containing numerous small shops, to be <br />located west of the 7-11 Market on the south side of Washington Street. <br />Mr. Gonzales stated the Planning Commission studied and reviewed the application <br />at a public hearing held April 25, 1978, and recommend approval of the Conditional <br />Use Permit, subject to the findings and conditions as outlined in Planning Commis- <br />sion Resolution No. 877. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Planning <br />Commission Resolution No. 877, subject to the findings and conditions as outlined <br />therein. Vote was unanimous. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />CO Street Vacations <br />M 10th Street <br />Community Services Director Earl Young read his memorandum dated April 27, 1978, <br />Q regarding a request from the Colton Development Company to vacate a portion of <br />10th Street, from Valley Boulevard to "H" Street, and advised that the Planning <br />Commission, after reviewing this matter at a meeting held March 28, 1978, recom- <br />mended denial of the requested vacation. <br />Mr. Young stated that a resolution has been prepared declaring the intention to <br />abandon 10th Street., setting the date of June 7, 1978, for public hearing on <br />this matter, for Council's consideration. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to deny Resolution <br />No. 3813, with the recommendation that Staff and the developer get together and <br />resubmit an alternative plan on this matter for consideration. Motion carried, <br />with Mayor Gonzales voting NO. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Pacific Telephone <br />City Manager Calabrese presented a proposed agreement between the City of Colton <br />and the Pacific Telephone and Telegraph Company, which would authorize the City <br />to act as a paying agent and to receive payment of telephone bills as a public <br />service to the people of the community, which service.had previously been perform- <br />ed by a local bank. <br />Mr. Calabrese advised the Finance Department would provide this service, and <br />the City would be reimbursed 15� per payment, or approximately $4,000 per year, <br />with no additional requests for personnel, capital outlay or improvements, and <br />no anticipated costs. <br />Mr. Calabrese concluded the City Attorney has reviewed and approved the proposed <br />agreement as to legal form and if Council concurs, Staff would recommend the <br />Mayor be authorized to execute the Agreement with Pacific Telephone and Telegraph <br />Company on behalf of the City. <br />After discussion among Council Members and Staff, moved by Councilman Hayes, <br />seconded by Councilwoman Cisneros, to approve and authorize the Mayor to exe- <br />cute Agreement between the City of Colton and Pacific Telephone and Telegraph <br />Company, as outlined by Staff. Vote was unanimous. <br />Rent Stabilization <br />Ord. No. 1539 <br />Mr. Calabrese referred to his memorandum and related correspondence, together <br />with the collected information and data concerning mobile home park studies <br />and surveys, rent stabilization, and possible establishment of a mobile home <br />rent review commission. <br />63 <br />MAY ' ;2 '1978 <br />
