Mr. James M. Hicks, representing the firm of Beltran & Hicks, General Consultants, 165
<br />exhibited photos, drawings and site plans of the surrounding area, the existing
<br />auto dismantling business and the proposed expansion, requesting Council's considera-
<br />tion and approval of the application and expansion.
<br />Mr. Alvin Meeks, Attorney for the applicant/owner, stated that Colton Iron and
<br />Metal Works is running a legitimate business, which has a great potential to offer,
<br />and they should have the legal right to expand their operation.
<br />Mr. Frank Rebollo, Manager of the Chamber of Commerce, also spoke in favor of the
<br />existing business and proposed expansion.
<br />Speaking in opposition to the proposed expansion of Colton Iron and Metal Works
<br />were Mr. Jess Vasquez, 677 South 8th Street, Colton; Mr. Les Creason, 360 South
<br />Mt. Vernon Avenue, Colton; and Mr. Ray Abril, Jr., 330 East N Street, Colton,
<br />stating the proposed expansion of this business would increase the air and noise
<br />pollution, the majority of residents in the immediate area were in opposition, and
<br />an industrial park development would be more compatible.
<br />Councilwoman Cisneros stated it is the City Council's responsibility to protect its
<br />citizens and community and to consider and approve substantial operations and busi-
<br />nesses. Mrs. Cisneros added that if the owner/applicant had adhered to the original
<br />conditions and legalities of his operation, the existing problems would not have
<br />(Y, been created.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Planning
<br />Commission Resolution No. 899, denying Conditional Use Permit application, Index
<br />No. C-17-78. Upon Roll Call, the Vote was:
<br />AYES: Four; Hayes, Cisneros, Rehrer, Gonzales.
<br />NOES: None.
<br />ABSENT: None.
<br />Motion carried unanimously.
<br />JFederally Funded Projects

<br />Community Development Program
<br />Mr. Gonzales reported on recent meetings between the Planning Department and the
<br />County Office of Community Development to establish priority projects for funding
<br />under the Community Development Block Grant, in particular the City's target area,
<br />Census Tracts 68, 69 and 70.
<br />Mr. Gonzales stated projects that will be submitted to the Office of Community De-
<br />velopment for funding will include sewer lines and improvements, water system im-
<br />provements, street improvements, and fire station, which would have to be located
<br />within the target area.
<br />Mr. Steve Wilburn, representing the County Office of Community Development, ad-
<br />vised that the City of Colton will receive an amount of $986,000 in funds over
<br />the next three year period, and requested that the City Council also consider
<br />two more projects, the development of the commercial area of South La Cadena and
<br />the restoration of Agua Mansa, and the establishment of a center for shut-ins..
<br />Councilman Hayes stated he would appreciate having additional time to study these
<br />items and recommended this matter be considered at the next regular Council Meet-
<br />ing.
<br />Mr. Wilburn stated the County would like to submit these projects to HUD as soon
<br />as possible, and requested Council approval prior to the next two weeks.
<br />On Council consensus, Mr. Wilburn was advised that an Adjourned Council Meeting
<br />would be scheduled for next week, at which time a .list of priority projects would
<br />be.approved.
<br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS:
<br />Street Maintenance
<br />Community Services Director Earl Young advised that Staff has received a petition
<br />representing 81 percent of the property owners adjacent to the alley between "N"
<br />and "0" Streets, and 5th Street and the A.T. & S.F. Railroad, requesting paving of
<br />the alley under Chapter 27 of the Streets and Highways Code, and Staff would recom-
<br />ment approval of the resolution of intention, setting the date of December 5, 1978,
<br />for public hearing on this matter.
