16 4PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zonin <br />Ord. No. 1545 <br />Planning Director Gonzales reported on a zone change application requested by <br />Montecito Memorial Park, Index No. A-4-78, to change the zone from R -E to R-14 <br />on property located south of Barton Road, between the San Bernardino Flood Con- <br />trol Channel and Reche'Canyon Road. <br />Mr. Gonzales said this item is being continued from a previous Council Meeting, <br />and reiterated reports and comments made at previous Planning Commission hear- <br />ings and Council Meetings, advising that the Planning Commission maintains its <br />recommendation for approval of Planning Commission Resolution No. 884 and second <br />reading of Ordinance No. 1545. <br />Mr. Gene McMeans, 12004 Glenwood, Reche Canyon, and an unidentified resident of <br />Reche Canyon spoke in opposition to the proposed zone change, due to the increase <br />in traffic that would be generated by this proposed development, and because the <br />Canyon residents want to keep the rural -type atmosphere they now enjoy. <br />Mr. Bill Truscott, Vice -President of Montecito Memorial Park, spoke in favor of the <br />zone change request and proposed development, and stated if the Council Members had <br />any questions, he would be happy to answer them. <br />Councilman Rehrer questioned an 80 acre parcel of County land in that area, and <br />asked if the residents of Reche Canyon knew what the County intends to do with it, <br />as he understood the County is considering a 101 unit development on this parcel. <br />Mr. McMeans advised that he had attended a County hearing on this parcel of land, <br />and the possibility of widening Westwood Avenue was discussed, along with the need <br />for sewer and water services. Mr. McMeans stated another meeting has been scheduled <br />for Monday, November 27, 1978, which he and many other residents from Reche Canyone <br />will attend. <br />After additional discussion among Council Members, Staff and Reche Canyon residents, <br />on Council consensus, this item was tabled until the first regular Council Meeting <br />in December. <br />Mayor Gonzales announced that the City Council would take a five minute recess. <br />Variance <br />P. C. Res. No. 900 <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Planning <br />Commission Resolution No. 900, Index No. V-3-78, CHJ Materials Laboratory, Inc.. <br />Unanimous vote. <br />Annexations <br />West 31 <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution of <br />Application, RESOLUTION NO. 3877, for Colton Annexation West 31. Unanimous vote. <br />Conditional Use Permit <br />P. C. Res. No. 899 <br />Mr. Gonzales stated that this matter is being continued from a previous Council <br />Meeting, and involves a Conditional Use Permit application, requested by Colton <br />Iron and Metal Works, to expand their existing auto dismantling facilities to in- <br />clude 37.9 acres on property located on the south side of "M" Street, between Mt. <br />Vernon Avenue and the Lytle Creek Flood Control Channel, southerly of Congress <br />Street, at 790 East "M" Street. <br />Mr. Gonzales advised it was the decision of the Planning Commission to deny the <br />Conditional Use Permit application, due -to the intended purpose resulting in the <br />potential for significant effects to the social and physical environment, as out- <br />lined in Planning Commission Resolution No. 899. <br />Mr. Gonzales reported that a letter of opposition had been received from Mr. and <br />Mrs. L. T. Creason, 360 South Mt. Vernon -Avenue, Colton. <br />NOV 7 1978 <br />
