Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving and authoriz- <br />ing Staff to advertise for bids on the swimming pool. Unanimous vote. <br />Governmental Agencies <br />CALTRANS <br />Mr. Young advised he has been notified that effective October 1, 1978, by agreement, <br />CALTRANS will take over the watering of the landscaped areas of the freeways. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />City Manager Calabrese presented to the Council Members, for consideration and <br />approval, an Agreement between the County of San Bernardino and the City of Colton <br />to provide fire protection services for Improvement Zone H of County Service Area <br />No. 38, for which the City will be paid $27,512. <br />Mr. Calabrese recommended approval of the Agreement and authorization for the <br />Mayor to sign same. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Agreement <br />between County of San Bernardino and City of Colton for fire protection services, <br />and authorize Mayor to execute same. Vote was unanimous. <br />Agreements <br />Mr. Calabrese read his memorandum regarding a proposed Joint Powers Agreement for <br />implementation of an Economic Development Action Program among five participating <br />cities, which include Fontana, Rialto, Colton, San Bernardino, and Redlands. <br />Mr. Calabrese explained that an Economic Assistance Grant was awarded to the five <br />participating cities on September 18, 1978, under Title IX, Section 903 of the <br />Public Works and Economic Development Act of 1965, which will provide for the <br />Special Economic Development and Adjustment Assistance Program, the purpose of which <br />is to establish new and more effective domestic aid programs for areas of high un- <br />employment and limited industrial developments in which local funds for development <br />are limited. <br />Mr. Calabrese stated the terms and conditions of the grant require that several <br />reports be submitted on a timely schedule, the first report being due by October <br />18, 1978, which is 30 days after the award of the grant. Mr. Calabrese said the <br />maximum amount of the grant is $75,000. <br />Mr. Calabrese advised the Agreement requires the appointment of a Mayor/Council <br />Member from each participating city to serve on the Governing Board, a five - <br />member board, to represent their respective cities, and the appointment of a <br />deputy, to be appointed by the Governing Board Member. <br />Mr. Calabrese concluded Staff recommends the Mayor be authorized to execute the <br />Five -City Joint Powers Agreement, and approval of Resolution No. 3864, implement- <br />ing the proposed Program. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and authorizing <br />Mayor to execute Five -City Joint Powers Agreement as outlined, and approval of Reso- <br />lution No. 3864. Unanimous vote. <br />RESOLUTION NO. 3864 - RESOLUTION OF THE CITY COUNCIL AUTHORIZING THE CITY OF COLTON <br />TO ENTER INTO A JOINT POWERS AGREEMENT FOR THE IMPLEMENTATION <br />OF THE ECONOMIC DEVELOPMENT ACT PROGRAM. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, appointing Mayor Gonzales <br />as Colton's Member to the Governing Board of the Five -City Economic Development <br />Authority. Vote was unanimous. <br />Sullivan Water Company <br />Mr. Calabrese advised that the report on the Sullivan Water Company will be re- <br />moved from the Agenda. <br />Federally Funded Projects <br />CETA Program <br />Mr. Calabrese read from his memorandum regarding the CETA Program and the future <br />hiring of employees under this program, outlining two alternatives for the Council <br />_.. <br />1978 <br />
