138 <br />City of Colton ends up with from its share of the $4.00 County -wide tax <br />rate, there will be this additional $M378 per one hundred dollars <br />assessed valuation as this amount is an old indebtedness voted on by <br />the people. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve <br />Resolution No. 3851. Motion carried. Councilman Rehrer voting NO. <br />Persnnnel <br />Intermediate Typist Clerk <br />City Manager Calabrese requested the addition of one permanent Interme- <br />diate Typist Clerk position to the current 1978-79 budget. Mr. <br />Calabrese explained a series of events that has caused a great deal <br />of hardship on several departments due to personnel shortage. <br />Mr. Calabrese said the permanent intermediate typist clerk is being <br />requested primarily to serve on the switchboard and to do other clerical <br />typing work. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to authorize the <br />addition of one permanent Intermediate Typist Clerk to the current fiscal <br />budget. Unanimous vote. <br />Personnel <br />Custodian <br />City Manager Calabrese explained that along with the intermediate typist <br />clerk position just approved, the City Council needs to address itself <br />to evaluating each and every CETA position currently filled, for instance; <br />if at the end of September of the first of October, the CETA program comes <br />to a complete end, the City will be without any type of custodial <br />maintenance. <br />Mr. Calabrese informed the Council that prior to CETA, the City had <br />contracted out for janitorial services, now however, this service is <br />being provided strictly by CETA personnel. Mr. Calabrese recommended <br />the Council seriously look at allocating one permanent custodian or <br />maintenance man. <br />The City Manager also recommended that the Council consider what will <br />be done with regard to CETA Fire Fighters. <br />Councilman Rehrer asked if the employees' association had been made <br />aware of these requests and if they had any objections. <br />Mr. John Lightburn, San Bernardino Public Employee Association Representa- <br />tive, stated with regard to the discussions thus far, he has no objections. <br />Mr. Lightburn stated their main concern presently, is to keep people <br />working and prevent any layoffs. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve one <br />permanent Custodian position in ;the current fiscal budget . Motion <br />carried. Councilwoman Cisneros voting NO. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1549 <br />Second Reading/Alarm Systems <br />City Attorney Edwards reported this was the second reading of Ordinance <br />No. 1549 relating to Alarm Systems that it has been reviewed by the <br />Chief of Police and the alarm businesses. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to waive <br />full reading of Ordinance No. 1549.
