BUDGET: <br />2919 <br />Finance Director Helsley called Council's attention to the Budget Review Analysis <br />dated August 10, 1979, the new budget prepared for a City operated Street Sweep- <br />ing Program and the cost of new personnel. <br />Council discussed the General Fund Reserve Balance of $142,000. Finance Director <br />Helsley stated the purpose of the reserve fund is to carry the City in the event <br />of a catastrophic occurrence. Mr. Helsley said he would like to see a little more <br />in reserve, however, the City coulc in dire emergency utilize the $160,000 held <br />in the Motor Vehicle Replacement Reserve Fund. In any event, Mr. Helsley stated <br />he would caution the Council about reducing the General Fund Reserves any lower. <br />Councilman Rehrer stated he would not like to have to rely on MVR Funds as the City <br />did not purchase any equipment last year nor does it intend to this year, however, <br />next year will be a different story and that money will be needed then. <br />Councilman Temby asked where or how are the Revenue Sharing Funds shown in the <br />budget. <br />Finance Director Helsley replied that they are accounted for in the first page of <br />the budget under approved revenues and then again in the approved transfers in and <br />out. Mr. Helsley said the money goes into the pool of General Fund monies and is <br />Co transferred out to defray the cost of Police and Fire operations. <br />Councilman Temby was of the opinion that no action should be taken on new employees <br />C� ees P Y <br />until a recommendation could be obtained from the new city Manager when he comes on <br />Q board. <br />Councilwoman Cisneros desagreed and stated the Council should do something. <br />Council proceeded to review each request for new personnel, tentatively deleting the <br />requests of City Clerk, City Manager and Personnel Departments. <br />RECESS <br />Council recessed at 7:27 p. m. and reconvened at 7:35 p. m., all members present. <br />Council tentatively deleted one Intermediate Clerk Typist in the Police Depart- <br />ment and allowed 3 patrolmen. <br />Council tentatively allowed 5 fire fighters, and 1 Fire Prevention Officer in the <br />Fire Department. <br />The request of the Planning Department for 1 Planning Associate and 1 Planning Aide <br />was tentatively approved. <br />Mr. John Twiss, Building and Safety Director, reported to the City Council that one of <br />his Building Inspectors has recently undergone open heart surgery and appears to be <br />doing okay, however, the least amount of time the individual will be out from work is <br />90 days with the possibility that he might not be capable of returning. <br />Mr. Twiss requested Council authorization to seek qualified outside help on a <br />temporary basis to lighten the burden in his department. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to authorize Temporary Per- <br />sonnel in the Building & Safety Department. Unanimous vote. <br />Community Services <br />Street Sweeping <br />Council discussed the Street Sweeping report submitted by the Acting City Manager <br />in where he recommended reverting to a City operated program. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to cancel the street <br />sweeping contract. Unanimous vote. <br />Acting City Manager Elliott reported that he would like to review the monthly pay- <br />ment procedure on this contract before giving formal notice of cancellation. <br />City Attorney Edwards said he would prepare the cancellation notice but would not <br />forward it until he is instructed to do so. <br />Council discussed the City's Tax Rate and were told by Finance Director Helsley <br />that the rate would remain the same as last year. <br />AUG 13 1979 <br />
