300 Councilman Temby asked what would happen if all new employees were approved and then the City was struck with a serious recession, would the City have to keep these em- ployees on board. Finance Director Helsley said the City could retain the people through attrition, additionally there is always salary cost savings due to the amount budgeted and the amounts actually expended. Mr. Helsley explained that salary savings occurs due to the length of time it takes to recruit and to get a new employee on board. Councilwoman Cisneros said sometime she would like to see a comparison of other cities with regards to. the staffing of their police departments. City Clerk Moved by Councilwoman Cisneros, seconded by Councilman Temby to delete the posi- tion of Junior Clerk Typist in the City Clerk's Office. Motion carried. Council Members Rehrer and Gonzales voting NO. City Manager Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to delete the posi- tion of Assistant to the City Manager in the City Manager's Budget. Motion carried. Mayor Gonzales voting NO. Personnel Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to delete the posi- tion of Intermediate Typist Clerk in the Personnel Budget. Motion carried. Council Members Hayes and Gonzales voting NO. Finance Discussion followed on the request of Accountant by the Finance Director. Mr. Helsley explained the various title changes of Finance Assistant, Auditor - Analyst, City Auditor and the requested Accountant. Council consensus was to leave the title of Accountant and review it in further depth at a later date. Finance Utility Billing Moved by Mayor Gonzales, seconded by Councilman Hayes, to approve the added position of Account Clerk I in the Utility Billing Budget. Motion carried. Finance Data Processing Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve the added positions of Keypunch Operator in the Data Processing Budget. Motion carried. Council Members Temby and Rehrer voting NO. Police Lt. Connolly gave a quick, informal report on the staffing of police departments for cities in the surrounding areas, such as, Rialto, Fontana, Redlands, Chino, Montclair. Moved by Councilman Hayes, seconded by Mayor Gonzales to approve the addition of three patrolmen, one detective, and one Intermediate Typist Clerk in the Police Department Budget. Motion carried. Councilmen Temby and Rehrer voting NO. Fire Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the addi- tion of one Fire Specialist and five firemen in the Fire Department Budget. Motion carried. Councilmen Temby and Rehrer voting NO. Planning Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the addition of one Planning Associate and one Planning Aide in the Planning Department Budget. Motion carried.
