Council asked Mr. Abril to proceed. <br />29. <br />Mr. Abril said he would like Council's confirmation that it did, in fact, approve <br />in final format, and not tentatively, the request of the Veterans Memorial Commit- <br />tee for Revenue Sharing Funds in the amount of $32,000 and that it will not be <br />necessary for the committee to be present to further justify this request. <br />Discussion followed on the incorporation of Revenue Sharing Funds into the General <br />Fund of the City and thusly into the General Operating Budget. Council consensus <br />was that the request of the Veterans Memorial Committee had had final approval for <br />the use of Revenue Sharing Funds in the amount of $32,000. <br />EXECUTIVE SESSION: <br />The Council adjourned to Executive Session at 6:16 p. m., to discuss personnel <br />matters. <br />The City Council reconvened at 7:50 p. m., all Members present. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes to appoint Chief of <br />Police Phillip Elliott as Acting City Manager. Motion carried. Council Members <br />Cisneros and Temby voting NO. <br />BUDGET: <br />Finance Director Helsley reported he had distributed to each of the Council Members <br />Q a Budget Review dated August 2, 1979, which summarizes the position of the City <br />Q with regard to recent Council actions on the budget. <br />Q <br />Community Services <br />Street Sweeping <br />The City Council discussed the possibility of reverting back to a City operated and <br />maintained street sweeping operation and terminating the contracted out service. <br />Councilman Temby was of the opinion that he had some reliable information that the <br />City could immediately go into the street sweeping program at a cost savings to the <br />city. <br />Finance Director Helsley said he had reviewed the costs, both for contracting out <br />and for City operation and found them to be very close if the purchase of a street <br />sweeper is excluded from these costs, however, he could not say how dependable the <br />old sweeper would be. <br />Council instructed Staff to research the contract and come back at the next meet- <br />ing with a report for the next meeting. <br />Mrs. Lorenza Vasquez, 677 South 8th Street, addressed the City Council, speaking on <br />behalf of the Woodrow Wilson PTA Board. Mrs. Vasquez requested that two flashing <br />yellow lights, one each, be placed at either end of South 8th Street. <br />Electric Utility Director, Mr. Drews, estimated the cost of the flashing yellow <br />lights to be approximately $200 - $300 each. <br />Mrs. Vasquez stated that the light at Alice Birney School might be recoverable <br />since the school will no longer be used for children education. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to allow two flash- <br />ing yellow lights on South 8th Street for Woodrow Wilson School and that the light <br />at Alice Birney School be considered for moving. Unanimous vote. <br />AwnIIRNMFNT <br />On motion of Councilman Rehrer, seconded by Councilman Temby and unanimously <br />passed, Mayor Gonzales adjourned the meeting at 8:10 p. m., to meet in an Ad- <br />journed Regular Meeting on Monday, August 13, 1979, at 6:00 p. m., in the Council <br />Chambers, 650 North La Cadena Drive, Colton. <br />HELEN A.
