395A <br />ADJOURNED COUNCIL MEETING <br />December 10, 1979 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of <br />the City Council of the City of Colton was held on the above given date at 6:30 <br />p.m.., in the Council Chambers of City Hall, Mayor Gonzales presiding. <br />ROLL CALL: <br />Council Members present were Hayes, Rehrer, Temby and Mayor Gonzales. Also present <br />were City Manager Gonzales, City Auditor Young and City Clerk Ramos. Absent was <br />Councilwoman Cisneros. <br />FRANCHISE <br />Cable T.V. <br />Mayor Gonzales stated the purpose of tonights meeting is to interview the Cable <br />T.V. companies who have submitted proposals to the city for the purpose of obtain- <br />ing a franchise. Mayor Gonzales said on request of Council Members, present to- <br />night are Councilman Lyle Hudson and former Councilman Russ Lackner of San Bernar- <br />dino. Mayor Gonzales said both gentlemen have former experience in reviewing cable <br />T.V. proposals. <br />Mayor Gonzales and City Manager Gonzales asked each of the companies to begin with <br />giving the Council Members background summary of their company and a brief resume <br />of their proposal. <br />Buena Vista Cable T.V. <br />Speaking for Buena Vista Cable T.V. was Mr. Ed Sterling, General Manager. Mr. <br />Sterling stated Buena Vista was devoted to keeping the public satisfied, and would <br />do so by sound preventive maintenance, well rounded programming, and full coopera- <br />tion with the city and public for local programming. Mr. Sterling estimated con- <br />struction time as 7 months, a 40 channel capability with 35 immediate operational <br />channels and 5 channels held in abeyance for future programming. <br />Mr. Sterling said the programming to be provided would be two facets, locally <br />originated and scheduled programs that would serve both angelo and hispanic with <br />equal time programming. <br />Mr. Sterline closed by forwarding to the Council the greetings from Mr. Frank <br />Dominguez, Chairman of the Board of Directors for Buena Vista. <br />Six Star Cable T.V. <br />Mr. Dan Payne, Director of Franchising and Mr. John Muir, Associate, represented <br />Six Star Cable T.V. Mr. Payne said Six Star had prepared a brief document, which <br />he distributed to the Council Members, highlighting their proposal. <br />Some of the highlights included are dual trunk, 47 channels initially, 3 paid stations <br />and 4 with Spanish programming, the community service aspect would be free. <br />Mr. Payne anticipated construction time would be 11 months for Colton based facili- <br />ties of studio and maintenance units. <br />Mr. Payne stated Six Star would provide emergency alert medical aid, police and fire <br />alarms systems. <br />Mr. Payne and Mr. Muir explained questions raised by Staff in regards to their installa- <br />tion of cable in new tracts and a matter relating to investigation by the SCC. Mr. <br />Payne said the installation of the cable in open trenches was done on request of the <br />tract developer in anticipation of being awarded the franchise as they were the first <br />to approach the City regarding updating of the Franchise Ordinance and in submitting <br />a proposal. It was felt that to go back after completion of the franchise procedure <br />would be too far down the line, the housing tracts would be completed and redigging <br />and opening trenches would not only be costly, but cause much inconvenience to the <br />property owner. Mr. Payne reported the two tracts involved are located in areas where <br />cable television will be the only way to provide the homeowners with television recep- <br />tion. <br />Mr. Muir addressed the investigation question stating the matter deals with a tax <br />shelter reporting technicality rather than a legal reporting point. <br />
