Dealings with City Employees <br />273 <br />The performance of Mr. Calabrese with regard to his relations with <br />employees of the City has been inadequate. He has failed to utilize City employees <br />effectively. His assignment of duties to various employees has not made full use <br />of their skills. He has failed to communicate information regarding appropriate <br />City matters to City employees. He has dealt with City employees with a lack of <br />courtesy. He has dealt with City employees in a disrespectful manner. He has <br />punished City employees for contact between them and Council members. The result <br />of the foregoing have caused excessive resignations of key City employees, exces- <br />sive disciplinary problems with employees, a loss of efficiency and effectiveness <br />in the performance of employees and their confusion and loss of morale. <br />Dealings with Council Members <br />The performance of the City Manager in his dealings with the Council <br />has been inadequate. He has failed to supply information to Council Members. He has <br />Q failed to transmit information to Council members promptly. After direction from <br />the Council to act, he ahs failed to act. On February 6, 1979, at a Council meeting, <br />the construction of the new community centers was discussed. The Council by unanimous <br />vote passed a motion that: <br />"Staff, or an outside auditing firm, conduct a complete audit <br />of all of the expenditures involved with the two centers, the <br />total amount of grant funds used, any additional funds that <br />were used for these centers and where these funds came from, <br />etc., and report back to the City Council." <br />He did not adequately respond thereto. As a result of his dealings with the Council <br />as aforesaid, the effectiveness of the Council has been diminished, the ability of <br />the Council to prepare for decisions coming before it has been impaired and the re- <br />lations between the Council members has been adversely effected. He and the Council <br />are incompatible. <br />Administrative Duties <br />The performance by Mr. Calabrese of his administrative duties has been <br />inadequate. A written contract was made between the City and a private contractor <br />to sweep City streets. It provided that the contractor remove and dispose of the <br />sweepings. Contrary to the provisions of the contract, the City Manager had City <br />employees pick up and dispose of such sweepings with City equipment. After being <br />informed by the Council that such was improper and that the work should be done by <br />the Contractor, the City Manager, nevertheless, continued to have City employees <br />perform the work. <br />The City owns a Water Quality Control (sewer) Plant. There are tall <br />weeds on the premises. Grass there is not cared for. The grounds are not properly <br />maintained. He has not responded thereto. <br />JUL 16 1979 <br />
