274 The Council concludes as follows: <br />There has been a deterioration in the functioning of City government <br />as a result of the manner of the performance by Mr. Calabrese of his duties. He is <br />not presently effective as City Manager. It is unlikely that he will be effective <br />as such in the future. In order to terminate further deterioration of the function- <br />ing of the City government, it is necessary that Mr. Calabrese be replaced as City <br />Manager. <br />It is further resolved that: <br />The City Manager shall have a right to defenc himself against the <br />foregoing charges before the City Council at a public hearing and such hearing shall <br />be held on the 7th day of August, 1979, at the hour of 7:30 p. m., at the Council <br />Chambers. <br />The foregoing resolution was adopted by the Council on July 16, 19795 by the follow- <br />ing vote: <br />AYES: Councilmen Hayes, Cisneros, Rehrer, Temby. <br />NOES: Mayor Gonzales. <br />ABSTAIN: None. <br />a <br />MAYOR <br />ATTEST: <br />CITY CLERK <br />Mayor Gonzales stated that he will be responding to the resolution at a later date, <br />however, tonight is the first that he has seen the resolution and he is in total <br />disagreement with the action taken. <br />City Manager Calabrese stated that he will comment when he receives a certified <br />copy of the resolution as required by the City Manager's ordinance. <br />City Attorney Edwards stated that a certified copy of the resolution is being pre- <br />pared to be presented to the City Manager tonight. Mr. Edwards then asked that <br />the records show that he is now handing to the City Manager a certified copy of <br />Resolution No. 3925. <br />City Manager Calabrese stated he is entitled to a public hearing and that he would <br />respond at that time, in the mean time, he will have his attorney contact the City <br />Attorney on this matter. <br />BUDGET: <br />City Clerk <br />Council reviewed the City Clerk's budget. The City Clerk was asked if the super- <br />vision of the City Hall switchboard came under her. The response was "yes". <br />Councilman Rehrer inquired in regards to new positions being requested. <br />City Clerk Ramos explained the budget reflects one additional position, that of <br />Junior Clerk Typist, although a Secretary I was requested, Staff recommended the <br />position of Junior Clerk Typist. This position is for the purpose of renewing the <br />microfilm program. Mrs. Ramos explained the position of PBX Operator/Receptionist <br />JUL 16 1979 <br />
