228 <br />COUNCIL MEETING <br />April 3, 1979 <br />A regular meeting of the City Council of the City of Colton was held on the above <br />given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales <br />presiding. <br />Mayor Gonzales led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by Councilman Leroy Rehrer. <br />Rni I CAI I <br />Council Members present were Hayes, Cisneros, Rehrer, Temby, and Mayor Gonzales. <br />Also present were City Manager Calabrese, City Attorney Edwards, and City Clerk <br />Ramos. <br />CONSENT CALENDAR: <br />Mi mitac <br />March 20, 1979 <br />Warrants <br />23622, 23871 through 24124 <br />17960 through 18086 <br />March 30, 1979 Inclusive <br />Permits <br />Application for Dance Permit, Dallas' Haven (Karen M. Prologo), 2074 North <br />Rancho Avenue, Colton, Monday through Sunday, 12:00 P.M. to 2:00 A.M. Ap- <br />proved by Chief of Police, March 21, 1979. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Consent <br />Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation declaring April 1 through 7, 1979, as <br />National Library Week, and presented it to Library Board Member Dr. Manuela Sosa. <br />Dr. Sosa,presented each Council Member and the City Manager with a book. <br />Transportation <br />OMNITRANS <br />Mayor Gonzales read his memorandum dated March 29, 1979, to consider withdrawing <br />from the Joint Powers Agreement with OMNITRANS for transit service and adopting <br />a resolution of intention designating the same, to be effective July 1, 19805 <br />which would give the City time to evaluate our transit needs in Colton. <br />Mayor Gonzales advised that the City of San Bernardino has adopted a resolution, <br />dated March 12, 1979, indicating their intention to withdraw from OMNITRANS ef- <br />fective July 1, 1980. <br />Mayor Gonzales stated the City of Colton would be eligible for UMTA financial <br />assistance under Sections 3 and 5 of the Urban Mass Transportation Act of 1964, <br />and he felt it would benefit the City to really check into the possibilities of <br />establishing our own transit system. <br />Mayor Gonzales concluded he has supplied each Council!Member with pertinent in- <br />formation on this matter, and if anyone has questions, he would be happy to try <br />and answer them. <br />Councilman Rehrer stated that according to the Joint Powers Agreement, the par- <br />ticipating entities cannot withdraw until July 1, 1980, and before the City of <br />Colton indicates their intention to withdraw, he would recommend that Staff make <br />a thorough study and report of the City entering into their own transit system. <br />Mr. Rehrer said, at any rate, the City has until December of 1979 to initiate any <br />such wi thdrawal . <br />Councilwoman Cisneros stated she was in agreement with Councilman Rehrer's recom- <br />mendation. <br />APR 3 1979 <br />
