Mayor Gonzales stated he feels the City is pres',ently doing an excellent job with 23
<br />the rehabilitation of housing, the program is progressing strongly and is a "plus"
<br />for the City, and he also feels if the City were to get involved in other programs
<br />now, the City may get away from the intent of what we are trying to do and accomp-
<br />lish. Mayor Gonzales said at a previous meeting, the City Council adopted a Reso-
<br />lution of Intention which will allow improvements up to a value of $5,000 of resi-
<br />dences located in commercial zones; therefore, the City of Colton is, in fact, par-
<br />ticipating and attempting to help towards housing improvements and projects. Mayor
<br />Gonzales also advised that the City of Colton is a participant in the Rental -Lease
<br />Housing Program, and have been a participant for approximately 4 to 5 years. Mayor
<br />Gonzales concluded he feels that the City of Colton is doing more than its fair share.
<br />The City Council took a five minute recess.

<br />Community Services Director Earl Young presented to the Council Members, for their
<br />consideration and approval, Change Order No. 3 submitted by the Contractor, Meyer
<br />Constructors, listing additions and deletions to the contract in the amount of
<br />$16,470.66, for Assessment District No. 78-1, Contract "B".
<br />Mr. Young also requested acceptance of a Notice of Completion, as the contractor
<br />has now accomplished the project in accordance with the plans and specifications.
<br />Mr. Young concluded Staff recommends approval of Change Order No. 3 and filing of
<br />the Notice of Completion to start the 35 -day lien period.
<br />Moved by Councilman Rehrer, seconded by Mayor Gonzales, approving Change Order No.
<br />3 and accepting Notice of Completion for recording with regard to Assessment Dis-
<br />trict No. 78-1. Unanimous vote.

<br />Maintenance Contract
<br />Mr. Young stated as the City Council had requested, he has submitted a cost compari-
<br />son based upon using City crews to perform the Cemetery maintenance as outlined in
<br />the Cemetery Maintenance Contract, for a total cost of $20,057., approximately
<br />$2,300 more per year than that submitted by the low bidder, Jed's Gardening of Alta
<br />Loma, of $17,760.
<br />Mr. Young advised Staff believes the largest off -setting factor involved is the City
<br />employee wage rate, which runs from $7.76 per hour for a Maintenance Man II to $8.77
<br />per hour for a Maintenance Man III, and includes all benefits.
