<br />maintenance, based upon the Maintenance Contract, in lieu of awarding the bid to the
<br />low bidder, Jed's Gardening, Staff would recommend the Council take action to re-
<br />ject all bids received.
<br />Mrs. Darlene Trimble, Member of the Cemetery Commission, spoke to the Council Members
<br />with regard to Staff's report, stating she felt that as a matter of courtesy, the
<br />Cemetery Commission Members should have received a copy of this report for their in-
<br />formation.
<br />Discussion then followed among Staff, Council Members and Commissioner Trimble re-
<br />garding the Cemetery maintenance, the proposed Maintenance Contract, and utilizing
<br />City crews versus a private contractor.
<br />Councilman Rehrer recommended that the City keep one full. -time City employee at the
<br />Cemetery at all times, who could also assist the proposed sales person and at the
<br />same time cut down on vandalism, littering, etc.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to reject all bids
<br />concerning the maintenance of Hermosa Cemetery. Unanimous vote.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to refer the matter
<br />of maintenance of Hermosa Cemetery by City crews to the Cemetery Commission for
<br />their study and recommendation, and to approve the recommendations as stated by
<br />Councilman Rehrer. Vote was unanimous.
<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Police Auction
<br />Sale of Surplus City Property
<br />City Manager Calabrese advised the Parks and Recreation Division and Fire Depart-
<br />ment have submitted lists of surplus and obsolete material for disposal, which
<br />have been reviewed by all City Departments, and "no use" has been identified for
<br />any of these items; therefore, Staff would recommend this material be sold at the
<br />Police Auction to be held in May, 1979.
<br />Councilman Hayes requested that several items relating to fire equipment, which he
<br />read off from the lists, be donated to Chief Rudolfo Cabriales, of the Victorville
<br />Fire Department, for the Bombero Program.
<br />Moved by Councilman Temby, seconded by Councilwoman Cisneros, approving lists of
<br />miscellaneous surplus and obsolete City property to be sold at the Police Auction
<br />in May, 1979. Unanimous vote.
<br />Moved by Councilman Hayes, seconded by Mayor Gonzales, approving donation of fire
<br />equipment items, as outlined, to Victorville Fire Chief for the Bombero Program,
<br />these items being identified as having no value to the City. Vote was unanimous.
<br />Agreements
<br />Audit
<br />Mr. Calabrese read his memorandum dated March 27, 1979, regarding a proposed agree-
<br />ment between the City and Vasquez, Quezada & Navarro, Certified Public Accountants,
<br />to perform the City's annual audit, which they have done for the past three years.
<br />Mr. Calabrese advised this proposed Agreement will cover the fiscal years beginning
<br />July 1, 1978, and will be subject to cancellation for subsequent fiscal years by
<br />either party by giving written notice to the other party not later than thirty days
<br />before the beginning of such subsequent fiscal year. Mr. Calabrese stated the fee
<br />will be based on hourly rates and, for the year ending June 30, 1979, will not ex-
<br />ceed $8,500, with the maximum fee to be reconsidered each year thereafter.
<br />Mr. Calabrese recommended the City Council enter into this Agreement with Vasquez,
<br />Quezada & Navarro, and authorize the City Manager to execute the Agreement on be-
<br />half of the City.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving Agreement
<br />between the City and Vasquez, Quezada & Navarro, to perform the City's Annual Audit,
<br />and authorizing the City Manager to execute Agreement on behalf of the City. Vote
<br />was unanimous.
