Building & Safety <br />301 <br />Moved by Mayor Gonzales, seconded by Councilman Hayes, to approve the addition of <br />Building Inspector (1) and one Custodian in the Building & Safety Budget. Motion <br />carried. Councilmen Temby and Rehrer voting NO. <br />Community Services <br />Street Maintenance <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the addi- <br />tion of one Maintenance Man I in the Street Maintenance Budget. Motion carried. <br />Councilmen Temby and Rehrer voting NO. <br />1979-80 Fiscal Year General Funds Budget <br />Moved by Councilman Hayes, seconded by Mayor Gonzales to approve the 1979-80 Fiscal <br />Year General Funds Budget for the City of Colton. Motion carried. Councilmen <br />Temby and Rehrer voting NO. <br />Mayor Gonzales made a statement saying frowth and inflation factors added up to an <br />increase in the budget, the services need to be provided and the cost of providing <br />the services has increased. <br />(1f� Council Members Rehrer and Temby stated they could not vote for the budget due to <br />the increase over last year's. <br />Q Personnel <br />Q <br />Q Mayor Gonzales stated the Council has received a memorandum from the Acting City <br />Manager regarding the recruitment for City Manager, the information to be pub- <br />lished and the places of advertisement. Mayor Gonzales said Mr. Elliott would <br />like approval of the recommendation. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the recom- <br />mended outline for recruitment for City Manager as presented by the Acting City <br />Manager. Unanimous vote. <br />Water Quality Control Plant <br />Council discussed the operation of the Water Quality Control Plant. <br />The Council felt that at one time, they had been told that with the properly <br />licensed personnel, the plant could be operated with less than eight people. <br />Council consensus was if in fact, the plant could be operated with four individ- <br />uals who were property licensed, then the City's cost to operate the plant would <br />be competitive with the contracted price. Council said it was the cost of eight <br />salaried positions that made the City operation so costly, inasmuch, as the con- <br />tractor was only using four men to keep the plant operational. <br />After obtaining a copy of the contract, City Attorney Edwards advised the Council <br />the contract is candellable after one year with either party giving the other party <br />six (6) months prior written notice of termination. <br />Acting City Manager Elliott said it would be difficult to review all of the subject <br />matter properly and submit a report to the Council by their next meeting due to the <br />short period of time and that perhaps it would be best to approve the Enterprise <br />Budget with the contract remaining and after the City Manager came on board he could <br />bring forth a recommendation to the Council. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales to approve the Enterprise Budget. <br />Motion failed. Council Members Cisneros, Temby, and Rehrer voting NO. <br />Councilwoman Cisneros moved to approve the Enterprise Budget and that the City <br />give notice to cancel the contract for operation of the Water Quality Control <br />Plant. Motion died for lack of a second. <br />EXECUTIVE SESSION: <br />Council adjourned to Executive Session to discuss Personnel Matters at 9:25 p.m. <br />The Council reconvened at 9:45 p. m., all members present. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to grant a salary increase <br />to the Recreation Director, placing him at a Salary Range of 33.2.
