Mayor Gonzales read in full the three Proclamations, the latter, honoring Colton'3 03 Western Days, accepted by Mr. Wes Hayes of the Chamber of Commerce. CORRESPONDENCE: Professional Organizations La Placita de Agua Mansa Mayor Gonzales read a letter dated August 15, 1979, from the La-Placita de Agua Mansa requesting permission to close off "0" Street, where it joins La Cadena Drive on the west, during the Mexican Independence Holidays, September 14, 15 and 16, 1979. Acting City Manager Elliott stated this same request was approved last year, and Staff would recommend approval for this year, however, the Police and Fire Depart- ments will be submitting reports on this matter with regard to overtime and the required open fire lanes for paramedic services, if needed. Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve request for street closure from La Placita de Agua Mansa during Mexican Independence Holidays as outlined. Unanimous vote. PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: Zoning P. C. Res. No. 925 Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to set for Public Hearing on Tuesday, September 4, 1979, at 7:30 p. m., Planning Commission Resolu- tion No. 925. Vote was unanimous. Conditional Use Permit P. C. Res. No. 926 Planning Director Gonzales reported on a Conditional Use Permit application re- quested by Colton Community Church to construct offices and lounge area to the existing church facilities located at 1301 North Rancho Avenue. Mr. Gonzales advised that the Planning Commission considered this matter at a public hearing held August 14, 1979, and recommend approval of the Conditional Use Permit subject to two conditions as outlined in Planning Commission Resolu- tion No. 926. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Planning Commission Resolution No. 926, Index No. C-11-79. Unanimous vote. Agreements Daon Corporation Mr. Gonzales advised that the -Planning Commission approved a partial credit for the construction tax for the Rancho Mediterrania Mobilehome Park at a previous meeting held May 8, 1979, and a 50 percent reduction in the fee was also approved with the stipulation that an agreement be executed regarding private ownership and maintenance of all recreational amenities and open space. Mr. Gonzales then referred to an Agreement between the City of Colton and the Daon Corporation, drafted and approved by the City Attorney, and stated Staff recommends approval of the agreement, authorizing the Mayor to execute said agreement on behalf of the City. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve a.nd authorize Mayor to execute Agreement between the City of Colton and the Daon Corporation. Unanimous vote. Planning Case Files Ordinance Amendment Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to set for Public Hearing on Tuesday, September 4, 1979, at 7:30 p. m., amendment to certain sec- tions of Ordinance No. 1450.
