304 Planning Case Files <br />Mobile Home Use <br />Mr. Gonzales advised that the Planning Department has received a letter and plot <br />plan from The Gardenside Home Company requesting the use of a mobile home as <br />temporary office facilities for a sales office to be located at the corner of <br />Washington Street and Mt. Vernon Avenue. <br />Mr. Gonzales stated the property is zoned P. C., Planned Community, and is owned <br />by Colton, Ltd. Mr. Gonzales concluded Staff recommends approval of this re- <br />quest, pursuant to Section 18,32.070 of the Colton Municipal Code. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve request <br />of The Gardenside Home Company for use of a mobile home as temporary office.facili- <br />ties. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Acting City Manager Elliott presented an Amendment to a Joint Powers Agreement, <br />approved by the City Council February 20, 1979, for an air compressor truck to <br />be utilized by several surrounding City's Fire Departments. Mr. Elliott stated <br />the Amendment to the Agreement concerns the inclusion of the City of Loma Linda <br />in the program. <br />Mr. Elliott advised that Staff has reviewed the Joint Powers Agreement First Amend- <br />ment and recommends approval. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving First Amendment <br />to Joint Powers Agreement as outlined by Staff. Vote was unanimous. <br />Traffic Control Files <br />Parking Regulations <br />Mr. Elliott reported that during 1976, the City Council approved the General Plan <br />for the Cooley Ranch area which included a "No Parking" requirement for Cooley <br />Lane, running east from Mt. Vernon Avenue. <br />Mr. Elliott continued there now exists a parking problem in the second complex <br />area east of Mt. Vernon Avenue, along Cooley Lane. The developer, Villelli En- <br />terprises, has completed a new building which is occupied by various tenants, how- <br />ever, the parking area is not complete. <br />Mr. Elliott concluded Staff has reviewed this problem and recommends temporary <br />removal of the "No Parking" signs on the south side of Cooley Lane, east of Mt. <br />Vernon Avenue, and these signs will be replaced when additional parking is pro- <br />vided. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve temporary <br />removal of "No Parking" signs along Cooley Lane, east of Mt. Vernon Avenue, as out- <br />lined by Staff. Unanimous vote. <br />Hutton Center Pool <br />Director of Building and Safety John Twiss made a report to the Council Members <br />on the progress of the swimming pool located adjacent to the Hutton Community <br />Center, stating that work appears to be going quite satisfactorily at this point. <br />Mr. Twiss also presented Pay Request No. 1, from the M. R. Bracey Construction <br />Company, in the amount of $96,003.90, recommending Council's approval to authorize <br />the Finance Department to pay this amount. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, approving and <br />authorizing the Finance Department to make payment of Pay Request No. 1 in the <br />amount of $96,003.90 as submitted by the contractor, swimming pool progress pay- <br />ment. Vote was unanimous. <br />Mayor Gonzales announced at this point the City Council would recess to consider <br />the business of the Redevelopment Agency for the City of Colton, 7:55 p. m.
