w <br />Councilman Hayes moved for approval of closing City Hall at 12:00 noon on Decembe�r4 <br />24, 1979 in observance of Christmas Eve. <br />Mayor Gonzales advised there was a resolution prepared for this item, Resolution <br />No. 3964. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve Resolution No. <br />3964. <br />Councilman Rehrer asked if the City has a valid Memorandum of Understanding with <br />the employees' associations at this time? Mr. Rehrer stated he felt this was a <br />Meet and Confer item which was not included in the Contract signed last summer. <br />Mayor Gonzales stated the Memorandum of Understanding that the City has with the <br />employees is from last year, and he would never have attempted to make this recom- <br />mendation without first consulting with the association representative. Mayor <br />Gonzales stated that Mr. Spalding is in the audience this evening, and he asked <br />Mr. Spalding if there were any objections from the Association on this matter. <br />Mr. Spalding responded from the audience, no. <br />Councilwoman Cisneros stated she felt this was a personnel matter and should have <br />been handled by the City Manager, and should not be coming before the City Council <br />(� without a recommendation. Mrs. Cisneros said everyone would like to give everybody <br />days off, but this is a question of procedure. <br />Councilman Temby asked if there was an estimate of the cost of this to the City. <br />< Mayor Gonzales stated he had no idea. Mayor Gonzales said from past experience at <br />this time of year, we would not be depriving our constituency of any services as <br />everyone seems to be at home preparing for Christmas with their families. <br />Councilman Rehrer asked doesn't each City employee have vacation time coming, and <br />if they want that half-day off, couldn't they use their vacation time. Mr. Rehrer <br />stated the City is talking about a tremendous amount of money, and although he would <br />not begrudge anyone a half-day off, he was thinking about the citizens who would be <br />footing the bill for this. <br />Councilman Hayes stated he thinks there comes a time when you have to remember that <br />our City employees are human beings too, and they deserve certain considerations. <br />Mr. Hayes said he does agree that this matter should have gone through the City <br />Manager, however, he would hate to see this thing get hung up on a technicality <br />and deny our City employees something they should have. <br />Councilwoman Cisneros stated she does not feel the City Council is denying the <br />employees anything, the City employees get 13 paid holidays a year. <br />Mayor Gonzales said he does not think there is a dispute on how many holidays the <br />employees get or do not get, however, based upon the President's recommendation <br />for the Federal employees, and the Governor's recommendation for the State employees, <br />he felt it would only be a good gesture on the part of the Council, at this time of <br />the year, to allow the City employees to be with their families on Christmas Eve. <br />Mayor Gonzales stated that one of the first questions he had asked the employees' <br />representative was had he contacted the Personnel Officer on this matter, however, <br />he was told by Mr. Spalding that Mr. Gonzales was out of town on Friday, December <br />14th, and that is why Mr. Spalding had contacted him instead. Mayor Gonzales said <br />he was offering this matter only as a suggestion, it was up to the Council Members <br />if they wanted to do it or if they did not want to do it. <br />Mayor Gonzales stated he could see no reason why the Council could not approve this <br />request; as far as money being spent, the City employees would be getting paid any- <br />way, it is already budgeted money. <br />Councilman Temby asked if this was something for the miscellaneous employees only, <br />and how would the Police and Fire personnel be handled. Mr. Temby stated he felt <br />they should be considered too, and that the City should be fair about this. <br />Mayor Gonzales said this is something that is open for discussion, and he is not <br />aware of what the procedure would be. <br />Councilman Temby said he would like to see a figure on what the cost would be, <br />because the City has a signed agreement with the employee associations. <br />Mayor Gonzales asked for a Roll Call Vote on the motion as made: <br />AYES: Two; Gonzales, Hayes. <br />NOES: Three; Cisneros, Rehrer, Temby. <br />ABSENT: None. <br />Motion did not carry. <br />DEC 18 1979 <br />
