3 4 8 CORRESPONDENCE: <br />Legislation <br />Chamber of Commerce <br />Mayor Gonzales read in full a letter dated December 13, 1979, from the Chamber of <br />Commerce requesting that the City Council consider establishing a Business Improve- <br />ment Fee Ordinance for all businesses and industries in the City of Colton, as <br />recommended by the Board of Directors of the Chamber. <br />Mayor Gonzales also referred to a copy of an ordinance from the City of West <br />Covina entitled "Business Improvement Area" which has been in effect since <br />1972, and current State legislation on this item, Assembly Bill 103 and Senate <br />Bill 1034. <br />Councilwoman Cisneros suggested this matter be referred to Staff for additional <br />study and report back to the Council at a future meeting. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permits <br />P. C. Res. No. 931 <br />City Manager Gonzales reviewed the Conditional Use Permit application requested <br />by Gfeller Development Company to develop 295 condominium units on approximately <br />30.1 acres of land located between Eucalyptus and Pepper Avenues, north of San <br />Bernardino Avenue. <br />Mr. Gonzales described the surrounding uses and zoning, advising that the Planning <br />Commission, at a public hearing held December 11, 1979, recommended approval of the <br />Conditional Use Permit application, subject to sixteen conditions, as outlined in <br />Planning Commission Resolution No. 931. <br />Mr. Doug Gfeller, representing Gfeller Development Company, showed the Council <br />Members renderings of the proposed development and units, describing the project <br />in detail. <br />Moved by Councilwoman Cisneros, seconded by Councilman Temby, to approve Planning <br />Commission Resolution No. 931, subject to findings and conditions as outlined. <br />Vote was unanimous. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Water Division <br />Res. No. 3951 <br />Director of Community Services Calvin Wang reviewed his memorandum dated December <br />149 1979, regarding Resolution No. 3951, urging the preparation of a utilization <br />plan for the State Project Water. <br />Mr. Wang explained that the City's water supply has been from the Colton -Rialto <br />groundwater basin of the Lytle Creek Watershed, and this groundwater basin is a <br />part of Service Area No. 8 of the San Bernardino Valley Municipal Water District. <br />Mr. Wang continued that the Water District plans to initiate a comprehensive study <br />of the groundwater basins within Service Area No. 8 for utilization of State <br />Project Water as a supplemental supply to meet the long-range needs of consump- <br />tive usage. This study will be done at no cost to the City of Colton and other <br />affected agencies. <br />Mr. Wang concluded that Resolution No. 3951 is similar to others adopted by the <br />affected agencies with the Water District's Service Area No. 8, urging the District <br />to conduct the study and propose alternative plans. <br />Moved by Councilwoman Cisneros, seconded by Mayor Gonzales, to approve Resolution <br />No. 3951.
