3 <br />is located north of Washington Street, south of Reche Canyon Channel, and east of 4�i <br />Meadow Lane, have been installed per the City's standards and specifications. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve and accept <br />Tract No. 10561 and release of the improvement bonds. Vote was unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Assessment District No. 78-2 <br />Mr. F. MacKenzie Brown, Legal Counsel for Assessment District No. 73-2, made the <br />presentation to the Council Members with regard to the order of procedure for im- <br />provements within Assessment District No. 78-2, the nine resolutions for approval <br />and the ordinance for adoption. <br />Mr. Brown reviewed the Order of Procedure step by step, recommending the actions <br />to be considered and taken by the Council Members, indicating that Mr. Charles <br />Cole, representing the firm of W. R. Showalter & Associates, Engineer of Work, <br />is present to give the Engineers Report on the project, along with Mr. Daniel <br />Burnett, Jr., representing Neste, Brudin & Stone, the Assessment Engineer, and <br />Mr. John Doyle, representing Stone & Youngberg, for authorization of the sale <br />of bonds to finance the improvements. <br />(� Mr. Brown stated before presenting the nine resolutions and the ordinance for con- <br />sideration and approval by the City Council, he would like to have Mr. Cole make <br />a presentation to the Council Members with regard to the boundaries of the proposed <br />Assessment District and the extent of works of the improvement. <br />Q Mr. Charles Cole referred to a displayed Boundary Map, indicating the area lying <br />easterly of I-15 and westerly of the Santa Ana River known as Rancho Mediterrania <br />or the Cooley Ranch. Mr. Cole stated that within the boundaries of the Assessment <br />District will be the construction of Washington Street, a full six -lane divided <br />highway with medians, and also utilities and drainage. Mr. Cole advised there will <br />also be a 3 million gallon water reservoir that will tie into the City's system, <br />major drainage work, channelization of Little Pegeon Pass and storm drain facilities, <br />and traffic signalization at the intersection of Mt. Vernon Avenue and Washington <br />Street. <br />Mr. Brown advised that before considering the resolutions as outlined in the Order <br />of Procedure, he would recommend that First Reading of Ordinance No. 1575 be con- <br />sidered. <br />Moved by Councilwoman Cisneros, seconded by Mayor Gonzales, to pass First Reading <br />of Ordinance No. 1575, and waive further reading. Unanimous vote. <br />ORDINANCE NO. 1575 - ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, PROVIDING FOR <br />First Reading CONTRIBUTION FUNDS TO APPLY AS CREDITS UPON LEVIED ASSESS- <br />MENTS IN CERTAIN SPECIAL ASSESSMENT DISTRICTS. <br />Mr. Brown stated it would now be in order to approve Resolution No. 3952. <br />Moved by Councilwoman Cisneros, seconded by Mayor Gonzales, approving Resolution <br />No. 3952. Unanimous vote. <br />RESOLUTION NO. 3952 <br />- RESOLUTION OF THE CITY COUNCIL ADOPTING A MAP SHOWING THE <br />GENERAL NATURE, LOCATION AND EXTENT OF THE CONSTRUCTION <br />OF CERTAIN PUBLIC WORKS OF IMPROVEMENT AND SHOWING THE <br />PROPOSED BOUNDARIES OF THE ASSESSMENT DISTRICT TO BE <br />ASSESSED FOR CERTAIN COSTS AND EXPENSES OF SAID IMPROVE- <br />MENT. <br />Mr. Brown advised that Resolution No. 3953 has a change on Page 1, Section 2, in <br />changing the name of the Superintendent of Streets to Calvin K. Wang. <br />Moved by Councilwoman Cisneros, seconded by Councilman Temby, to approve Resolution <br />No. 3953, with change as noted. Unanimous vote. <br />RESOLUTION NO. 3953 - RESOLUTION OF THE CITY COUNCIL DESIGNATING PERSONS TO PERFORM <br />VARIOUS DUTIES FOR PROCEEDINGS IN A SPECIAL ASSESSMENT DIS- <br />TRICT. <br />Mr. Brown then introduced Resolution No. 3954, advising of a change on Page 3, <br />Section 3, by deleting the words "Superintendent of Streets" and adding the <br />DLED 1 1979 <br />
