198 Mr. Young advised the Cemetery Commission has recommended that the three employees <br />presently working at the Cemetery be absorbed into the City's work force. <br />City Manager Calabrese commented that if these three employees are retained by trans- <br />ferring to another department, the City would merely be shifting the costs from one <br />department to another and no savings in labor costs would be realized. Mr. Calabrese <br />said if the three employees are to be absorbed through attrition, etc., then the Per- <br />sonnel Rules & Regulations on seniority and bumping rights would have to be followed. <br />Councilman Temby asked if there was any input from the Cemetery Commission on this <br />matter. <br />Mr. Young responded yes, it was the Cemetery Commission's recommendation to con- <br />tract for grounds maintenance at the Cemetery. <br />Councilman Rehrer recommended that the City go out to bid on maintenance contracts, <br />and compare the costs versus the present City expenses, then make a decision on this <br />matter. Council Members were in agreement with Councilman Rehrer's recommendation. <br />,r Tract Files <br />S7AA i Tract No. 6722 <br />Mr. Young advised that all subdivision improvements in Tract No. 6722 have been com- <br />pleted in accordance with the requirements of the City Council and the Subdivision <br />Ordinance, and Staff would, therefore, recommend that the Subdivision Improvement <br />Bonds be released and Tract No. 6722 accepted. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to accept Tract No. <br />6722 and release the Subdivision Improvement Bonds. Vote was unanimous. <br />Easement Files <br />Mr. Young requested Council's consideration and approval to execute a Quit Claim <br />Deed for relocation of a sewer and water easement on a parcel of land located on <br />the south side of Washington Street, west of a Circle K Market, as requested by <br />Canyon Bluffs Plaza, and in return Canyon Bluffs will deed to the City an ease- <br />ment approximately 25 feet east of the present easement. <br />Mr. Young stated if the City Council is in agreement, it would be in order to ac- <br />cept the document for the new easement and authorize the Mayor and City Clerk to <br />execute the Quit Claim Deed returning the old easement. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to accept easement <br />from Canyon Bluffs Plaza and authorize Mayor and City Clerk to execute Quit Claim <br />Deed, as outlined by Staff. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Bi ds <br />Police <br />City Manager Calabrese referred to a memorandum dated January 23, 1979, concerning <br />the waiver of bid security for the purchase of five Police Special Units. <br />Mr. Calabrese advised that the bidding on Police Special Units is very competitive <br />and vendors try to obtain the lowest possible price for us by cutting costs where - <br />ever possible. Mr. Calabrese said requiring bid security discourages bidding and <br />increases the cost of supplies, services and equipment purchased by the City. <br />Mr. Calabrese concluded although bid security should not be waived in all cases, <br />Staff recommends that it be waived for the purchase of the five Police Special <br />Units. <br />Councilman Rehrer mentioned that this might be setting a precedent, and would then <br />be requested in future cases. <br />City Attorney Edwards stated that the City Manager's comments are well taken, and <br />that the City Council has waived bid security in previous cases. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, approving and author- <br />izing the waiving of bid security for the purchase of five Police Special Units, as <br />outlined by Staff.
