CORRESPONDENCE: Personnel Salaries Councilwoman Cisneros read in full a letter signed by all of the Crossing Guards employed by the City, in which they requested Council's consideration for an in- crease in their hourly wages. Council consensus was that this matter be referred to Staff for report at the next Council Meeting. PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: AnnaXatinnc west :il Mayor Gonzales advised that the matter concerning Colton Annexation West 31 had in- advertently been placed under Public Hearings on the Agenda, and should have appear- ed under Planning Commission Reports and Recommendations, for consideration in setting this annexation for public hearing on Tuesday, March 6, 1979, as outlined in Resolu- tion No. 3892. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Resolution No. 3892, and setting a Public Hearing date for Tuesday, March 6, 1979, for Colton Annexation West 31. Unanimous vote. RESOLUTION NO. 3892 - A RESOLUTION GIVING NOTICE OF PROPOSED ANNEXATION TO THE CITY OF COLTON UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIG- NATED "COLTON ANNEXATION WEST 31" AND GIVING NOTICE OF THE TIME AND PLACE FIXED FOR HEARING PROTESTS THERETO. COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Legal Community Services Director Earl Young read his memorandum dated January 30, 19795 regarding a Proxy Vote and representation on the Stockholders Board of the La Sierra Water Company for the City of Colton. Mr. Young advised since the retirement of Jim Trusty, Water Superintendent, it is necessary that the City Council appoint another representative, granting that person a proxy vote, as well as signing over one share of La Sierra Stock to that person. Mr. Young recommended the Council consider appointing himself on an interim basis until a new Water Superintendent can be appointed. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, appointing Earl Young, Community Services Director, as the City's representative on the Stock- holders Board of the La Sierra Water Company, and granting him a Proxy Vote, as well as one share of La Sierra Stock, on an interim basis. Unanimous vote. Trart Filac Mr. Young requested that the matter concerning Tract No. 9536 be removed from the Agenda, to be brought back to the City Council at a later date. Bids Pa rks Mr. Young requested permission to advertise for bids for concrete block bleachers at Municipal, Veterans and Central ballparks, which will be paid for out of the State Park Bond Issue funds. Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving and author- izing Staff to advertise for bids for concrete block bleachers at Municipal, Veterans and Central Ballparks. Unanimous vote. Bids Cemetery Mr. Young requested permission to advertise for bids on a Maintenance Contract for the Cemetery, which was previously recommended by the Cemetery Commission. Questions were raised with regard to the existing City personnel at the Cemetery, and what might happen with their employment status should the City decide to con- tract for the grounds maintenance.
