Mrs. Powell then asked if the grant was for one million dollars, and the Centers -203 ®3
reportedly have cost somewhere between $600,000 or $700,000, what happened to the
rest of the grant monies.
Mr. Calabrese stated that the grant monies received through the Housing and Community
Development Act were not specifically for the two Community Centers, but were also
used for housing rehabilitation, the Staff required for processing these programs
and grants, etc. Mr. Calabrese said there was never one million dollars allocated
strictly for the Centers.
Councilman Hayes explained it was an all-inclusive type of grant that covered other
things, not just the Community Centers.
Councilman Rehrer recommended that an Adjourned Regular Meeting be scheduled for
next Tuesday, February 13, 1979, and if the Centers are completed and ready,
possibly they can be accepted by the City Council at that time. Mr. Rehrer said
after acceptance, the City Council could consider the stainless steel wall and
do everything possible to have it installed.
Councilman Hayes asked the City Attorney if, in his opinion, this item was a
contractual responsibility or the City's responsibility.
City Attorney Edwards answered it is the City's responsibility.
Councilman Hayes stated that in that case, he feels that the City should proceed
Q with this requirement and have the steel wall put in.
Mayor Gonzales stated that he agrees with Councilman Hayes, and would therefore make
Q a motion that the City comply with the requirement of installing a stainless steel
wall covering behind the cooking range at the Lawrence A. Hutton Community Center.
Motion seconded by Councilman Hayes. Upon Roll Call, the Vote was:
AYES: Two; Gonzales, Hayes.
NOES: Three; Cisneros, Rehrer, Temby.
ABSENT: None.
Motion did not carry.
Councilman Temby stated because there are so many people that are very concerned
about these Centers, and have so many questions regarding these projects, he
would move that Staff, or an outside auditing firm, conduct a complete audit of
all of the expenditures involved with the two Centers, the total amount of grant
funds used, any additional funds that were used for these Centers and where these
funds came from, etc., and report back to the City Council.
Councilwoman Cisneros stated she would second the motion. Vote was unanimous.
ORAL COMMUNICATIONS:
Mr. Thomas Lee, Lake Cadena Mobile Home Park, also questioned why the Centers have
not yet been opened, and what was wrong with them.
Councilwoman Cisneros suggested that Mr. Lee visit both of the Centers and talk to
both of the Directors at each Center.
Mrs. Effie Boz, Colton -Grand Terrace Representative to the East Valley Regional
Council on Aging, asked if and when the Centers are completed, will the senior
citizens be using the Centers, or will they still be using the Women's Club to
meet. Mrs. Boz advised that they have access to Title 3 monies to be used for
senior citizens.
It was suggested to Mrs. Boz that she contact Recreation Director, Max Lofy, at
the Lawrence A. Hutton Community Center, who handles the procedures to be followed
and schedules the various groups desirous of using the Center.
EXECUTIVE SESSION:
The City Council adjourned to Executive Session at 8:48 p. m., to discuss matters
of Litigation, and reconvened at 9:03 p. m., all Members present.
Ar),JOIIRNMFNT
Moved by Councilman Rehrer, seconded by Councilman Hayes and unanimously passed,
Mayor Gonzales adjourned the meeting at 9:05 p. m., to meet for an Adjourned Regu-
lar Meeting on Tuesday, February 13, 1979, at 5:00 p. m., in the Council Chambers
of City Hall.
FEB r
1979
