Mrs. Powell then asked if the grant was for one million dollars, and the Centers -203 ®3
<br />reportedly have cost somewhere between $600,000 or $700,000, what happened to the
<br />rest of the grant monies.
<br />Mr. Calabrese stated that the grant monies received through the Housing and Community
<br />Development Act were not specifically for the two Community Centers, but were also
<br />used for housing rehabilitation, the Staff required for processing these programs
<br />and grants, etc. Mr. Calabrese said there was never one million dollars allocated
<br />strictly for the Centers.
<br />Councilman Hayes explained it was an all-inclusive type of grant that covered other
<br />things, not just the Community Centers.
<br />Councilman Rehrer recommended that an Adjourned Regular Meeting be scheduled for
<br />next Tuesday, February 13, 1979, and if the Centers are completed and ready,
<br />possibly they can be accepted by the City Council at that time. Mr. Rehrer said
<br />after acceptance, the City Council could consider the stainless steel wall and
<br />do everything possible to have it installed.
<br />Councilman Hayes asked the City Attorney if, in his opinion, this item was a
<br />contractual responsibility or the City's responsibility.
<br />City Attorney Edwards answered it is the City's responsibility.
<br />Councilman Hayes stated that in that case, he feels that the City should proceed
<br />Q with this requirement and have the steel wall put in.
<br />Mayor Gonzales stated that he agrees with Councilman Hayes, and would therefore make
<br />Q a motion that the City comply with the requirement of installing a stainless steel
<br />wall covering behind the cooking range at the Lawrence A. Hutton Community Center.
<br />Motion seconded by Councilman Hayes. Upon Roll Call, the Vote was:
<br />AYES: Two; Gonzales, Hayes.
<br />NOES: Three; Cisneros, Rehrer, Temby.
<br />ABSENT: None.
<br />Motion did not carry.
<br />Councilman Temby stated because there are so many people that are very concerned
<br />about these Centers, and have so many questions regarding these projects, he
<br />would move that Staff, or an outside auditing firm, conduct a complete audit of
<br />all of the expenditures involved with the two Centers, the total amount of grant
<br />funds used, any additional funds that were used for these Centers and where these
<br />funds came from, etc., and report back to the City Council.
<br />Councilwoman Cisneros stated she would second the motion. Vote was unanimous.
<br />ORAL COMMUNICATIONS:
<br />Mr. Thomas Lee, Lake Cadena Mobile Home Park, also questioned why the Centers have
<br />not yet been opened, and what was wrong with them.
<br />Councilwoman Cisneros suggested that Mr. Lee visit both of the Centers and talk to
<br />both of the Directors at each Center.
<br />Mrs. Effie Boz, Colton -Grand Terrace Representative to the East Valley Regional
<br />Council on Aging, asked if and when the Centers are completed, will the senior
<br />citizens be using the Centers, or will they still be using the Women's Club to
<br />meet. Mrs. Boz advised that they have access to Title 3 monies to be used for
<br />senior citizens.
<br />It was suggested to Mrs. Boz that she contact Recreation Director, Max Lofy, at
<br />the Lawrence A. Hutton Community Center, who handles the procedures to be followed
<br />and schedules the various groups desirous of using the Center.
<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session at 8:48 p. m., to discuss matters
<br />of Litigation, and reconvened at 9:03 p. m., all Members present.

<br />Moved by Councilman Rehrer, seconded by Councilman Hayes and unanimously passed,
<br />Mayor Gonzales adjourned the meeting at 9:05 p. m., to meet for an Adjourned Regu-
<br />lar Meeting on Tuesday, February 13, 1979, at 5:00 p. m., in the Council Chambers
<br />of City Hall.
