202 <br />Federally Funded Projects <br />Lawrence A. Hutton Community Center <br />Mr. Calabrese referred to a memorandum dated February 6, 1979, from John Twiss, <br />Building & Safety Director, regarding the installation of a stainless steel wall <br />covering behind the cooking range at the Lawrence A. Hutton Community Center, to <br />comply with the health and safety requirements and for added fire protection at <br />the range area. <br />Mr. Calabrese advised that an estimate, in the amount of $496, was obtained from <br />Food Equipment Fabricators to fabricate and install this item. Mr. Calabrese ad- <br />vised that this amount can be allocated from the General Fund to take care of <br />this requirement. <br />Councilman Rehrer requested that the Staff furnish all financial data on the two <br />Centers, construction costs, furnishing costs, etc., to see if there are any avail- <br />able funds left in the grant monies to take care of this expenditure. <br />Mr. Calabrese advised that he has prepared a packet containing all-inclusive infor- <br />mation and material on the two Centers. Mr. Calabrese stated that as far as the <br />funds are concerned, the City has received all of the monies that were entitled for <br />that particular grant from HUD for the initial 3 -year project. <br />Councilman Rehrer stated that, in other words, the money has been wiped out. <br />Mr. Calabrese answered after the contractor is paid, there would be no funds left <br />from this particular grant. <br />Councilman Rehrer stated that he would not be in favor of taking monies from the <br />General Fund as the City will need this money for operations between now and June. <br />Mr. Rehrer stated that this expenditure of $496 is not a budgeted item. <br />Councilwoman Cisneros stated that she would not consider voting on this item be- <br />cause it was brought to the City Council at the last minute. Mrs. Cisneros said <br />this information should be given to the Council Members before the meetings, and <br />she would like to have more time to think about these matters from now on. <br />Councilwoman Cisneros further stated that she would like to make it perfectly clear <br />it is not this Council's fault that the Centers are not open, and she is tired of <br />the City Council being blamed for this. <br />City Attorney Edwards advised that a meeting took place yesterday with Mayor <br />Gonzales, Councilman Hayes, various Department Heads and Staff, Jess Perez, <br />Architect, and Leslie Senk, Contractor, at which time Mayor Gonzales and Council- <br />man Hayes expressed to the Contractor the community's anxiety and disappointment <br />regarding the slow progress of the work, and further explained to Mr. Senk the <br />urgency in getting this work completed. <br />Mr. Edwards continued that Mr. Senk responded by agreeing to increase the crews <br />and expedite the completion of the work, which, according to our Director of <br />Building and Safety, had taken place today and the work is moving at a faster <br />pace. <br />Councilman Temby asked where the City stands with regard to the $300 per day <br />penalty clause for over -running the contract. <br />City Attorney Edwards stated that, of course, would be a decision for the Council <br />to make at some time in the future, however, there has been no decision made with <br />regard to that up to this point. <br />Councilman Temby asked if this was discussed with the contractor. <br />City Attorney Edwards answered not at the meeting on Monday. <br />Mrs. Agnes Powell, 12800 South La Cadena Drive, Space 278, stated if the City knew <br />that the stove required the proper fire protection, why wasn't this taken care of <br />in the beginning. Mrs. Powell asked if this was part of the contract. <br />Mr. John Twiss, Director of Building and Safety, answered no, it was not. <br />FEB 61979 <br />
