194 National Music Week <br />Mayor Gonzales read in full a Proclamation declaring the first week of May as <br />"National Music Week", which was presented to Mrs. Margarie Holtzendorff, Music <br />Chairman of the Colton Woman's Club. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 7:43 p. m., to discuss matters <br />of Litigation, and reconvened at 8:10 p. m., all Members present. <br />CORRESPONDENCE: <br />Social Service Indorsement Files <br />Miss Millie Tantardini, Director of the San Salvador Crisis Center, spoke to the <br />Council Members regarding the operation of the Center, a temporary shelter for <br />battered children and women, advising that the Center has grown and is in need <br />of funds to continue. <br />Miss Tantardini presented the City Council with a financial report of the Center, <br />and read a letter from a former occupant of the Center. Miss Tantardini concluded <br />by thanking the Council Members and City for their aid and assistance. <br />Mayor Gonzales stated there are programs and projects of this nature that are sup- <br />ported through federal funding. <br />City Attorney Edwards advised that after studying this matter, it has been deter- <br />mined that the City Council cannot make an expenditure for this purpose. <br />Redevelopment <br />City Manager Calabrese reported on a letter received from the Colton Development <br />Company, which he advised should be referred to the Redevelopment Agency for ack- <br />nowledgement. <br />PLANNING COMMISSION REPORTS AND RFCOMMFNnATTONS- <br />Annexations <br />South 36 <br />Planning Director Gonzales reported on Colton Annexation South 36, approved by the <br />L.A.F.C. on December 13, 1978, consisting of 21.6 acres located on Reche Canyon <br />Road, Reche Canyon Mobile Estates. Mr. Gonzales stated prezoning for this area is <br />R -3-X, multiple -family residential with special conditions. <br />Mr. Gonzales recommended approval of Annexation South 36 and Resolution No. 3891. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve Resolution <br />No. 3891. Unanimous vote. <br />RESOLUTION NO. 3891 - RESOLUTION APPROVING THE ANNEXATION OF CERTAIN UNINHABITED <br />TERRITORY, DESIGNATED "COLTON ANNEXATION SOUTH 36" TO THE <br />CITY OF COLTON AND WITHDRAWING SAID ANNEXED AREA FROM COUNTY <br />SERVICE AREA NO. 38 AND IMPROVEMENT ZONE G OF COUNTY SERVICE <br />AREA NO. 38 AND COUNTY SERVICE AREA NO. 70 AND IMPROVEMENT <br />ZONE A OF COUNTY SERVICE AREA NO. 70. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Agreements <br />OMNITRANS <br />City Manager Calabrese referred to a letter dated January 4, 1979, from Paul G. <br />Marsh, General Manager of OMNITRANS, regarding an amendment to the Joint Powers <br />Agreement with OMNITRANS, which would enable non -elected officials to vote in the <br />absence of the voting member. <br />Mr. Calabrese advised that the City Attorney has reviewed the amendment to the <br />agreement, and Staff would recommend the Mayor be authorized to execute the <br />amendment. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, approving and authorizing <br />Mayor to execute Amendment to Joint Powers Agreement with OMNITRANS, as outlined by <br />Staff.
