<br />City Attorney Edwards introduced Ordinance No. 1558 for Second Reading, reading it
<br />as to number and title only:
<br />ORDINANCE NO. 1558 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING
<br />Second Reading ORDINANCE NO. 1535 AND CHAPTERS 5.04 AND 5.16 OF THE COLTON
<br />MUNICIPAL CODE PERTAINING TO THE ISSUANCE OF TEMPORARY PERMITS
<br />TO SOLICITORS.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to waive further reading
<br />of Ordinance No. 1558. Unanimous vote.

<br />1558. Vote was unanimous.
<br />Mrs. Agnes Powell, 12800 South La Cadena Drive, Space 278, and Vice -Chairman of
<br />the Board of Trustees of the First Baptist Church of Colton, spoke to the Council
<br />Members regarding the opening of the Lawrence A. Hutton Community Center.
<br />Mrs. Powell advised that approximately 22 years ago, the Steelworkers approached
<br />the Board concerning the use of the Church Hall facilities until the Community
<br />Centers were completed. Mrs. Powell stated that although the Church does not want
<br />to close their doors to the Steelworkers organization or anyone else, they are
<br />very much concerned about when the Community Centers will open for use, and also
<br />what is taking so long.
<br />City Manager Calabrese stated there was a meeting with Staff Members today on this
<br />matter, and direction has been given to Staff to expedite the opening of the Centers.
<br />Mrs. Powell asked how much longer would this take.
<br />City Attorney Edwards advised that the City is withholding all monies for the con-
<br />tractor, refusing to pay him, in an effort to force the contractor to fully com-
<br />plete the Centers. Mr. Edwards stated City Staff, the architect, and others have
<br />met with the contractor on this problem, and the City intends to take further steps
<br />tomorrow to accomplish the completion of these Centers.
<br />Mrs. Powell stated she does not understand how these Centers could have gotten so
<br />out of hand if there were plans, specifications, contracts, etc., that had to be
<br />followed, and if this was approved by the City, step by step, how could all of
<br />these problems and defects come about.
<br />City Attorney Edwards said the City's Building Inspector has been almost constant-
<br />ly on the job, making inspections, reporting to the City Manager and City Council,
<br />and, in turn, these problems and defects were reported to the contractor. Mr.
<br />Edwards advised that many of the defects have been repaired and completed, and
<br />there are several other items that are in the process of being taken care of at
<br />this time.
<br />Mrs. Powell asked if there were government funds used for these projects.
