COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Subdivisions Tract No. 9698 Community Services Director Young reported that Tract 9697 is located at the south- west corner of Barton Road and Mohave Street and consists of a 51 -unit Planned Unit Development. Mr. Young said all necessary plans, cash fees and bonding have been received. Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Tract 9697. Unanimous vote. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: ORDINANCE NO. 1558 First Reading City Manager Calabrese reported this item concerns modification of Ordinance No. 1535, specifically Sections 5.04 and 5.16 of the Colton Municipal Code, in a manner that would allow the issuance of a temporary permit to solicitors. Mr. Calabrese stated the request for the change is made by the Chief of Police and is brought about by changes in procedures of the Department of Justice, State of California. City Manager Calabrese said the City Attorney has reviewed the proposed changes and is in agreement. Moved by Councilman Rehrer, seconded by Councilman Hayes, to pass first reading of Ordinance No. 1558. Unanimous vote. Transportation Dial -A -Ride City Manager Calabrese reported that on request of the City Council, staff had prepared a Cost Effectiveness Study/Report on the Dial -A -Ride program, and this was provided to the Council Tuesday for their review and study. Councilman Temby asked the City Manager what his recommendation was at this point. City Manager Calabrese responded that although Staff had done a good job in a 30 -day period in compiling the study report, he knows that several variables and/or alternates exist; therefore, staff should continue the study into mass transit. Mr. Calabrese said after further study staff would be better able to present a recommendation to the Council for their action. Councilman Hayes offered that perhaps this would be a good subject to be considered during the Goal Setting Session. Council consensus was to continue the transit study. Budget Mid -Year Requests City Manager Calabrese reviewed his memorandum to the Council dated December 18, 1978, stating this item is carried over from the December 19, Council Meeting. Mr. Calabrese reported that the requests made are reasonable, however, he would recommend delaying the requests relating to personnel until after the Goal Setting Sessions. City Manager Calabrese stated that requests for additions or deletions of personnel were made based on current operations, however, this could change into different areas depending on action taken by the Council during the Goal Setting Meetings. Additionally, Mr. Calabrese said little can be done with regards to the Cemetery request until the proper procedures and action has been taken to implement the recommendations of the Cemetery Commission. Mr. Calabrese recommended that only the maintenance and operations requests, and the revamping of the dispatcher area in the Police Department be approved, that Staff bring back to the Council the procedures to implement the Cemetery operations, which involves a maintenance agreement, the position of a sales person, and the layoff of current cemetery personnel. Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve the recommenda- tion of the City Manager with regards to the Mid -Year Budget Requests, to grant JAN 3 1979
