COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Subdivisions <br />Tract No. 9698 <br />Community Services Director Young reported that Tract 9697 is located at the south- <br />west corner of Barton Road and Mohave Street and consists of a 51 -unit Planned <br />Unit Development. Mr. Young said all necessary plans, cash fees and bonding have <br />been received. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Tract 9697. <br />Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />ORDINANCE NO. 1558 <br />First Reading <br />City Manager Calabrese reported this item concerns modification of Ordinance <br />No. 1535, specifically Sections 5.04 and 5.16 of the Colton Municipal Code, in <br />a manner that would allow the issuance of a temporary permit to solicitors. Mr. <br />Calabrese stated the request for the change is made by the Chief of Police and <br />is brought about by changes in procedures of the Department of Justice, State <br />of California. <br />City Manager Calabrese said the City Attorney has reviewed the proposed changes and is <br />in agreement. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to pass first reading <br />of Ordinance No. 1558. Unanimous vote. <br />Transportation <br />Dial -A -Ride <br />City Manager Calabrese reported that on request of the City Council, staff had <br />prepared a Cost Effectiveness Study/Report on the Dial -A -Ride program, and this <br />was provided to the Council Tuesday for their review and study. <br />Councilman Temby asked the City Manager what his recommendation was at this point. <br />City Manager Calabrese responded that although Staff had done a good job in a 30 -day <br />period in compiling the study report, he knows that several variables and/or <br />alternates exist; therefore, staff should continue the study into mass transit. <br />Mr. Calabrese said after further study staff would be better able to present a <br />recommendation to the Council for their action. <br />Councilman Hayes offered that perhaps this would be a good subject to be considered <br />during the Goal Setting Session. <br />Council consensus was to continue the transit study. <br />Budget <br />Mid -Year Requests <br />City Manager Calabrese reviewed his memorandum to the Council dated December 18, <br />1978, stating this item is carried over from the December 19, Council Meeting. <br />Mr. Calabrese reported that the requests made are reasonable, however, he would <br />recommend delaying the requests relating to personnel until after the Goal Setting <br />Sessions. <br />City Manager Calabrese stated that requests for additions or deletions of personnel <br />were made based on current operations, however, this could change into different <br />areas depending on action taken by the Council during the Goal Setting Meetings. <br />Additionally, Mr. Calabrese said little can be done with regards to the Cemetery <br />request until the proper procedures and action has been taken to implement the <br />recommendations of the Cemetery Commission. <br />Mr. Calabrese recommended that only the maintenance and operations requests, and <br />the revamping of the dispatcher area in the Police Department be approved, that <br />Staff bring back to the Council the procedures to implement the Cemetery operations, <br />which involves a maintenance agreement, the position of a sales person, and the <br />layoff of current cemetery personnel. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve the recommenda- <br />tion of the City Manager with regards to the Mid -Year Budget Requests, to grant <br />JAN 3 1979 <br />
