Unanimous vote. <br />Budget <br />Chamber of Commerce <br />Mayor Gonzales said now was the time to consider the request of the Chamber of <br />Commerce for $10,000 for the remainder of the 1978-79 fiscal year. <br />City Manager Calabrese advised the Council that consideration should be given to <br />a recent newspaper editorial which indicates that the Colton Chamber of Commerce <br />would be unifying with the San Bernardino Chamber of Commerce for political.activity. <br />Discussion followed. <br />Council indicated concern over possible conflict if the City appropriated funds <br />to the Chamber of Commerce and the Chamber in turn became involved politically <br />by supporting political candidates. <br />Mr. Duane Sharp, President Colton Chamber of Commerce, addressed the Council saying <br />that it is against the Chamber of Commerce By -Laws to use City appropriated funds <br />in support of political candidates and that it is not the intention of the Chamber <br />to engage in such activity. Mr. Sharp stated any money received from the City will <br />(Y1 be used solely for the purposes of carrying on the programs outlined in their report <br />to the Council. <br />Mr. Sharp informed the Council that the purpose of joining forces with the San <br />Bernardino Chamber of Commerce is to gain strength to support or oppose legislation <br />which would beneficially or adversely affect the development of the business and <br />industry in our communities. <br />Moved by Mayor Gonzales, seconded by Councilman Rehrer, to allocate $10,000 to <br />the Colton Chamber of Commerce as requested. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1556 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 1556 for second reading, reading it <br />as to number and title. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to waive full reading <br />of Ordinance No. 1556. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to adopot Ordinance <br />No. 1556. Unanimous vote. <br />ORDINANCE NO. 1556 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 964, <br />AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Program and Project <br />Goal Setting Sessions <br />City Attorney Edwards brought up the possibility of utilizing consultants during <br />the Goal Setting Sessions, saying he had been in contact with the League of <br />California Cities Office, and they advised a procedure where the Council invites <br />and screens proposals. <br />Councilman Hayes was of the opinion that the Council should meet for a preliminary <br />goal setting meeting prior to seeking consultants. <br />City Manager Calabrese stated the City has sufficient professional staff and should <br />be given an opportunity to put something together for the Council to review. <br />Councilman Temby and the Council in general concurred that the City Manager and <br />City Staff should be instructed to set up the January 1979 Goal Setting Sessions. <br />RECESS: <br />Mayor Gonzales announced the City Council would recess for a short period in order <br />to allow the Redevelopment Agency to convene.
