w <br />7 <br />On Council Planning Commission Resolution No. 919 Conditional Use Per`Zmt� <br />c consensus g <br />application, Index No. C-5-79. was continued to the next regular Council Meeting, <br />August 7, 1979. <br />_Conditional Use Permits <br />P. C. Res. No. 922 <br />Mr. Gonzales reported on a Conditional Use Permit application requested by Edward <br />G. Hill to construct a 97 -space mobile home park, including a number of green belt <br />areas, a swimming pool with restroom and cabana area, with every mobile home back- <br />ing onto a green belt area, on property located on the northeast corner of Pepper <br />and San Bernardino Avenues, Index No. C-7-79. <br />Mr. Gonzales described the surrounding zoning and uses, stating the proposed project <br />is consistent with the existing zoning. Mr. Gonzales advised the Planning Commission <br />held a public hearing on this matter, July 10, 1979, and recommend approval of the <br />Conditional Use Permit application subject to 13 conditions, as listed in Planning <br />Commission Resolution No. 922. <br />Mayor Gonzales asked if anyone had questions or comments on this matter. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to approve Planning <br />0) Commission.Resolution No. 922, Index No. C-7-79. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Governmental Agencies <br />County Solid Waste Advisory Council <br />Q <br />City Manager Calabrese presented Resolution No. 3924 to the Council Members for <br />their consideration and approval indicating the City's approval of an amendment <br />to the County's Solid Waste Management Master Plan providing for the limited ex- <br />pansion of the Heaps Peak Refuse Disposal Site. <br />Councilman Rehrer questioned why the City has to send the County a resolution first. <br />Mr. Calabrese stated the Master Plan cannot be amended until a two-thirds majority <br />of the Cities involved agree and approve the amendment. <br />After additional discussion, moved by Councilman Rehrer, seconded by Councilman <br />Temby, to approve Resolution No. 3924. Unanimous vote. <br />RESOLUTION NO. 3924 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING <br />PLAN AMENDMENT OF THE SOLID WASTE MANAGEMENT PLAN FOR SAN <br />BERNARDINO COUNTY TO PROVIDE FOR THE LIMITED EXPANSION OF HEAPS <br />PEAK REFUSE SITE LOCATED BETWEEN RUNNING SPRINGS AND SKY FOREST <br />ON STATE HIGHWAY 18. <br />Parcel Maps <br />Mr. Calabrese presented Parcel Map 5321 concerning a four -lot parcel of land located <br />between Fur and Mill Streets, west of Pennsylvania Avenue in the City of Colton, and <br />Staff recommends acceptance of the additional dedication for street purposes. <br />Mr. Calabrese referred to the displayed parcel map, showing the location of the four - <br />lot parcel on the map. <br />Moved by Councilman Rehrer, seconded by Councilman Temby, to accept Parcel Map <br />5321. Vote was unanimous. <br />Hutton Center <br />Swimming Pool <br />Mr. Calabrese referred to a memorandum dated July 12, 1979, from Building & Safety <br />Director, John Twiss, and a status report on the construction of the swimming pool <br />in Municipal Park for Council's information. <br />ORAL COMMUNICATIONS: <br />Mr. Frank W. Smith, 270 West F Street, Colton, spoke to the Council Members with <br />regard to the ever -continuing problems with the Hal.Kelley Grain & Milling Company <br />and controlling their operations, and also the Union Pacific Railroad trains noise <br />and disturbance within the residential areas of Colton during the early morning <br />hours. <br />JUL 17 1979 <br />
