RAMOS
City Clerk
City of Colton
Approved this 7th day of August, 1979.
ADJOURNED COUNCIL MEETING
July 23, 1979
In accordance with notice duly and legally given, an Adjourned Regular Meeting
of the City Council of the City of Colton was held on the above given date at
6:00 p. m., in the Council Chambers of City Hall, Mayor Gonzales presiding.
INNER AM
Council Members present were Hayes, Cisneros, Rehrer, and Mayor Gonzales. Also
present were Finance Director Helsley, City Attorney Edwards, and City Clerk
Ramos. Absent were Councilman Temby due to emergency, and City Manager Calabrese.
< BUDGET:
Police
Council reviewed the Police Department's budget division by division as follows:
Administration Division - Chief of Police Elliott reported Capital Outlay requests
for one electric typewriter and one transcriber.
Mr. Elliott reported there are no significant changes from last year's budget in
this division.
Patrol Division - Chief Elliott reported this budget provides for three additional
police officers positions, which will be accomplished by converting two temporary
positions into permanent and recruiting for the third position.
Chief Elliott stated under Temporary Salaries, there is an increase due to raise
given to Crossing Guards. The addition brings the $25,620 to $29,720.
Chief Elliott asked for Council's consideration to an additional portable radio
under Capital Outlay. The Chief reported he had originally requested two radios
and one was deleted by the City Manager.
Prisoner Custody - Chief Elliott advised this budget remains the same, except for
inflationary increases.
Detective Division - Chief Elliott requested Council's consideration to one ad-
ditional detective requested by him and deleted by the City Manager.
Discussion followed on the use and purpose of the new detective position.
Councilman Hayes was of the opinion that this request should be given strong
consideration.
Councilwoman Cisneros asked for the total budget request for this year vs. the
total approved for last year.
Finance Director Helsley reported this would be provided to Councilwoman Cisneros
as soon as possible.
Animal Control Division - Chief Elliott reported Staff would be coming to the
Council in the near future to present a new fee structure proposal, for the
purpose of aligning the City's fees charged to residents to the fees charged
the City by the County for impounding of animals.
JUL 2 3 1979
