2 62 which will appear on a State-wide Ballot in the near future and, should this initia- <br />tive pass, local governments will be limited in future budgets to the appropriations <br />of the base year 1978-79, as adjusted by allowances for population increase and con- <br />sumer index price increases. <br />Mr. Helsley continued the City of Colton's budget appropriation for the base year was <br />rather strict, as the City was limited by the amount of available funds, plus every <br />effort was made to comply with the reduced government cost as mandated by Proposition <br />13. <br />Mr. Helsley stated in order to prepare for the future, Staff recommends that contin- <br />gency accounts be established in the several funds receiving money from taxes, state <br />subventions and municipal services, and it is further recommended that appropria- <br />tions be made prior to the end of the current fiscal year, June 30, 1979. Mr. <br />Helsley said when the books are ready for closing, there could be adjustment and <br />probably request for additional appropriations. <br />Mr. Helsley concluded Council action is required to appropriate - the correct <br />terminology rather than the word "transfer" - from Surplus to Contingency Reserve <br />as follows: <br />General Fund $600,000 <br />Special Gas Tax Fund 3005000 <br />Water Development Fund 1005000 <br />Equipment Replacement Fund 4005000 <br />Councilman Hayes moved that the City Council authorize Staff to appropriate from <br />Surplus to Contingency Reserve prior to the end of the fiscal year, June 30, 19795 <br />as outlined. <br />Motion died for lack of a second. <br />Mr. Helsley stated if the City Council had additional questions on this matter, or <br />required additional information, he would be happy to supply it, however, it is im- <br />portant that the Council act on this matter prior to the end of the fiscal year, <br />which is June 30, 1979. Mr. Helsley said the reason for the urgency is that we do <br />not know how the Gann Initiative will be interpreted. <br />After additional discussion, moved by Councilman Hayes, seconded by Councilman Temby, <br />that the City Council authorize Staff to appropriate from Surplus to Contingency Re- <br />serve as outlined, prior to the end of the fiscal year, June 30, 1979. Vote was unanimous. <br />Swimming Pool <br />Mayor Pro -Tem Rehrer read in full a memorandum dated June 19, 1979, from Council- <br />woman Cisneros regarding construction of the proposed swimming pool, which stated <br />that due to problems the City Council had with the completion of the Community <br />Centers and to avoid reoccurence of the same, she was recommending that the City's <br />Building & Safety Director be designated as the official Staff person in charge of <br />all phases of construction and the City contact person for the contractor and/or <br />JUN 19 1979 <br />
