248 <br />COUNCIL MEETING <br />JUNE 5. 1979 <br />A regular meeting of the City Council of the City of Colton was held on the above <br />given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales <br />presiding. <br />Mayor Gonzales led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Rich Cozart of the First Southern Baptist <br />Church. <br />ROLL CAI I - <br />Council Members present were Hayes, Cisneros, Rehrer, Temby, and Mayor Gonzales. <br />Also present were City Manager Calabrese, City Attorney Edwards, and City Clerk <br />Ramos. <br />CONSENT CALENDAR: <br />_Minutes <br />May 15, 1979 <br />Warrants <br />24597, 24841 through 25317 <br />18516 through 18684 <br />May 31, 1979 inclusive <br />Bids <br />Authorization for Formal Bid Procedures - 15 Transformers <br />Authorization for Formal Bid Procedures - Meter Test Board, Electric Dept. <br />Award of Bid for Underground Cable, 55,000 feet, to Westinghouse Electric <br />Supply Company, $17,779.28. <br />Fleming Park <br />Brownie Troup #169 and Junior Troup #674, use of park Saturday, June 9, 19795 <br />6:30 to 10:00 p. m., for Investiture Ceremonies. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Consent <br />Calendar. Unanimous vote. <br />MAYOR'S.REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in full three Proclamations honoring student winners in the <br />Americanism Essay Contest, sponsored by the American Legion Auxiliary Colton <br />Unit 155, which were presented to Mary Rios, Sheila Smith and Albert Wang. <br />PUBLIC HEARINGS: <br />Appeal <br />P. C. Res. No. 908 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that a <br />letter of protest had been received from Mr. William K. Kopp. <br />Planning Director Gonzales read from his report dated May 9, 1979, regarding the <br />Appeal of the Zone Change application, requested by Keith Morley, from a C-2 zone <br />to an M-2 zone, to expand the existing operation, of an auto repair and towing <br />service, to include the storage of junk cars on property located at 460 East "M" <br />Street <br />Mr. Gonzales continued the subject property is designated as medium density resi- <br />dential by the land use element of the City's General Plan, and the proposed zone <br />change to M-2, heavy manufacturing, is inconsistent with the current General Plan <br />designation. Mr. Gonzales advised the present operation has evoked a number of <br />complaints from surrounding residents, and Staff has received complaints regarding <br />improper steam cleaning of engines, excessive drainage of oil and water onto sur- <br />rounding residences and the improper storage of used junk cars, which complaints <br />have been substantiated upon inspection by Staff. <br />JUN 6 1979 <br />
