Garrett Painting <br />and.Decorating, $21,963. - Upon questioning this item by Councilwoman Cisneros, <br />City Manager Calabrese read in full a memorandum dated March 12, 1979, re- <br />garding repainting of the Civic Center. <br />Award of Bid for three reel wire trailer to ARKO Equipment, Inc., $13,535.14. <br />Authorize formal bid procedures for purchase of Diesel Powered Cab & Chassis. <br />Authorize formal bid procedures for purchase of one-man Aerial Device. <br />Claims <br />Kenneth Graham versus the City of Colton; George Caney versus the City of Colton; <br />David Rodriguez versus the City of Colton. Recommended denial. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales, to approve the Consent Calendar. <br />Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in.full a Proclamation declaring March 1 to April 15, 1979, as <br />Easter Seal Month, which was presented to a representative of the Easter Seal Society <br />of San Bernardino County. <br />Boards and Commissions <br />Library Board <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, ratifying reappointment <br />of Donald McIntosh to the Library Board of Trustees. Vote was unanimous. <br />Inland Library System <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, ratifying appointment <br />of Hilda Garcia to represent Colton on the Inland Library System's Citizens Advisory <br />Board. Unanimous vote. <br />PHRl TC HFARTNGS: <br />Agreements <br />Housing Authority <br />Mayor Gonzales declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting of Notice of Continuance. <br />Mr. Phil Rush, of the County Office of Community Development, spoke about the Co- <br />operation Agreement between the City of Colton and the Housing Authority of San <br />Bernardino County, regarding the development of publicly owned housing units in <br />Colton. <br />Mr. Rush then discussed how the Cooperation Agreement came about, stating that <br />after the Department of Housing and Urban Development advised of available fund- <br />ing for construction of approximately 319 publicly owned housing units within San <br />Bernardino and Riverside Coun:tles, the Housing Authority of San Bernardino County <br />began preparing an application for approximately 155 of these units to -be located <br />on scattered sites throughout the County; however, to date specific sites have not <br />been selected. <br />Mr. Rush advised the proposal being submitted by the Housing Authority suggests <br />the maximum number of units to"be located on any one site will be between 8 to <br />10 units, and the City Councils, for the cooperating cities, will have review of <br />each site proposed for development, and will hold public hearings to take testimony <br />on the acceptability of each site that is proposed. <br />Councilman Rehrer asked how it would effect the City if the Council decided to enter <br />into this program, and then later, at some future date, the Council decided they no <br />longer wanted to participate or have additional units in the City. <br />Mr. Rush said he believed the Cooperation Agreement states that the City is, in <br />fact, willing to cooperate in locating public housing units in the City up to <br />MAR Z 0 IJ79 <br />
