Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation declaring March 11 through 17, 1979, <br />as Girl Scout Week and honoring the 10th year of the San Gorgonio Scout Council, <br />and presented the Proclamation to Councilwoman Cisneros. who was representing <br />the San Gorgonio Girl Scout Troup. <br />Boards and Commissions <br />Civil Service Commission <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, ratifying appointment <br />of Jeanie Ferrante to the Civil Service Commission. Unanimous vote. <br />PUBLIC HEARINGS: <br />Annexations <br />West 31 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no pro- <br />tests or objections had been received. <br />Planning Director Gonzales stated that Colton Annexation West 31 consists of 144.4 <br />acres located north and south of San Bernardino Avenue and east and west of Pepper <br />Avenue, is entirely surrounded by existing City boundaries, and is within the <br />Colton Sphere of Influence. Mr. Gonzales then described the surrounding zoning <br />and uses in the area. <br />Mr. Gonzales advised that this annexation was initiated by the City at the request <br />of several property owners, and due to absentee owners, 100 percent consent was not <br />obtained, therefore it was necessary to hold the public hearing this evening. <br />Mr. Gonzales stated that the Local Agency Formation Commission approved Colton An- <br />nexation West 31 on January 10, 1979, by Resolution No. 1485. Mr. Gonzales'said <br />Staff therefore recommends adoption of Resolution No. 3897, approving this annexa- <br />tion. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, the Public Hearing <br />was terminated. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Temby, to approve Resolution <br />No. 3897. Vote was unanimous. <br />RESOLUTION NO. 3897 - RESOLUTION APPROVING THE ANNEXATION OF CERTAIN UNINHABITED <br />TERRITORY, DESIGNATED "COLTON ANNEXATION WEST 31" TO THE <br />CITY OF COLTON AND WITHDRAWING SAID ANNEXED AREA FROM COUNTY <br />SERVICE AREA NO. 38 AND IMPROVEMENT ZONE G OF COUNTY SERVICE <br />AREA NO. 38, AND COUNTY SERVICE AREA NO. 70 AND IMPROVEMENT <br />ZONE A OF COUNTY SERVICE AREA NO. 70. <br />Agreements <br />County Housing Authority <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no pro- <br />tests or objections had been received. <br />MAR 61979 <br />
