Planning Director Gonzales reported that the Housing Y Authorit of San Bernardino 2 1 <br />County is currently preparing an application for approximately 155 units to be <br />located on scattered sites throughout the County, however, to date, specific sites <br />have not been selected. <br />Mr. Gonzales advised that as part of a formal application, cooperation agreements <br />must be negotiated between the Housing Authority and all local governmental juris- <br />dictions where proposed sites could be located; therefore, agreements will be re- <br />quested from all Community Development Cooperating Cities, as well as the County <br />Board of Supervisors. <br />Mr. Gonzales concluded Staff recommends the City Council adopt Resolution No. <br />3898, approving the Cooperation Agreement between the City and the Housing <br />Authority of the County of San Bernardino. <br />Councilman Rehrer stated if he understands this correctly, the project concerns <br />low -rent housing, and asked if this means single dwelling units. <br />Mr. Al Harkins, Executive Director of the County Housing Authority, advised that <br />all of these units that HUD is currently making funds available for are two-bedroom <br />units and there will probably be 8 to 10 units on a site, which may be in the form <br />of four-plexes. <br />Co Councilman Rehrer stated the reason he had asked the question was because several <br />years ago the City of Colton had some problems with low -rent housing, which caused <br />some ill feeling among the community. <br />Mr. Harkins stated possibly Councilman Rehrer was referring to the 235-I Program, <br />Q however this program does not parallel the old 235-I Program at all. Mr. Harkins <br />stated these homes will be built and owned by the Housing Authority of the County <br />of San Bernardino, and leased to low income families. Mr. Harkins mentioned that <br />the City of Colton presently has two developments that are run by the Housing <br />Authority, one on Pine Street in South Colton, and one on Mt. Vernon Avenue, near <br />Colton Avenue, occupied by senior citizens. <br />Councilwoman Cisneros asked if the City Council would have the final word on the <br />site selection. <br />Mr. Harkins answered yes, any proposed site would have to come through the City <br />Council for its approval. <br />City Attorney Edwards pointed out there are two blank spaces within the proposed <br />resolution to be adopted by the City Council, one pertaining to the amount of dwell- <br />ing units, the other pertaining to the dollar amount of the loan for planning and <br />surveys, in connection with this project. Mr. Edwards asked what Mr. Harkins' <br />recommendation would be to the City Council with regard to the amounts to be filled <br />in on these two items. <br />Mr. Harkins answered the amount of the preliminary loans is established by HUD in <br />the form of a maximum, and what has been proposed is $500 per unit, and as far as <br />the amount: of dwelling units, there has been no specific number identified at this <br />point and it is not known how many units will be allocated for the City of Colton. <br />Mayor Gonzales asked would it hurt the City of Colton in any way if we did not parti- <br />cipate in this program, as the City already has County housing projects. <br />Mr. Harkins stated the County units the City now has are 25 years old and are concen- <br />trated in one area, and the program that the Housing Authority has planned is somewhat <br />different. Mr. Harkins stated that actually he cannot answer how this might effect the <br />City by not participating, however, the County Office of Community Development, with <br />regard to the Housing Assistance Plan, may be able to offer information in this regard. <br />Councilman Temby asked what is the Housing Authority's projection as to the number of <br />people per unit for this project. <br />Mr. Harkins replied typically it would be three persons per unit. <br />Councilwoman Cisneros stated she feels that the. City Council has got to realize there <br />are alot of people right now that cannot afford housing, or new houses, and the City <br />is in a position to help those who cannot really afford housing. <br />Mr. Harkins stated he is not familiar with the amount of housing to be placed in Colton, <br />to his knowledge all of the Cooperation Agreements thus far have been written in such a <br />MAR 6 Ij ig <br />
