Manriquez addressed the City Council requesting permission to hold their 331 march and youth rally to lift up Jesus to the community, especially the youth, and to advertise the "Outreach" in South Colton at 120 South "0" Street, Mision de Fe. Moved by Councilman Hayes, seconded by .Councilman Rehrer, approving recommendation of Police Chief Elliott, and denying Parade Permit as requested. Unanimous vote. Mayor Gonzales suggested that Rev. Manriquez contact Police Chief Elliott to see what could be worked out. Proclamation Mayor Gonzales read in full a Proclamation honoring November 10, 1979, as "MARINE DAY", commemorating the 204th anniversary of the United States Marine Corp. The Proclamation was presented to Staff Sgt. Charles Davis. PUBLIC HEARINGS: Assessments Cooley Ranch Sewer Assessment District Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests Q or objections had been received. Q City Manager Gonzales stated that due to land divisions within the Cooley Ranch Q Sewer Assessment District, the assessment rolls and diagram need to be amended, concerning Assessment No. 29A. Mr. Gonzales said if there are no objections, it would be in order for the City Council to adopt Resolution No. 3942, confirming the amendment of Assessment No. 29A within the District. Mayor Gonzales asked if anyone had questions or comments to make on this item. Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public Hearing. Unanimous vote. RESOLUTION NO. 3942 - A RESOLUTION CONFIRMING AMENDED ASSESSMENT COOLEY RANCH SEWER ASSESSMENT DISTRICT ASSESSMENT NO. 29A. Redevelopment Agency Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no pro- tests or objections had been received. City Manager Gonzales advised that because certain documents have not as yet been received, John Brown, Attorney for the Redevelopment Agency, has requested that the Joint Public Hearing be continued to the next regular Council Meeting, November 20, 1979. Moved by Councilman Rehrer, seconded by Councilman Temby, to continue the Joint Public Hearing between the City Council and the Redevelopment Agency for the City of Colton to Tuesday, November 20, 1979. Unanimous vote. CORRESPONDENCE: Building Code Files Mayor Gonzales referred to a letter dated October 9, 1979, from William A. McCool requesting time on the Agenda to address the City Council. Mr. William A. McCool, 1305 Mohave Drive, Colton, spoke to the City Council with regard to his property, Lot 29, Tract No. 7582, and complaints and problems that extend over a period of 18 months concerning building code violations by an ad- jacent property owner, Lot 32, Tract No. 7582, which were prevalent during the course of construction and brought to the attention of City Staff with no action taken. Mr. McCool stated these building code violations have affected his property rights and the equity in his home. N 0 V w
