Rev. Manriquez addressed the City Council requesting permission to hold their <br />331 <br />march and youth rally to lift up Jesus to the community, especially the youth, <br />and to advertise the "Outreach" in South Colton at 120 South "0" Street, Mision <br />de Fe. <br />Moved by Councilman Hayes, seconded by .Councilman Rehrer, approving recommendation <br />of Police Chief Elliott, and denying Parade Permit as requested. Unanimous vote. <br />Mayor Gonzales suggested that Rev. Manriquez contact Police Chief Elliott to see <br />what could be worked out. <br />Proclamation <br />Mayor Gonzales read in full a Proclamation honoring November 10, 1979, as "MARINE <br />DAY", commemorating the 204th anniversary of the United States Marine Corp. The <br />Proclamation was presented to Staff Sgt. Charles Davis. <br />PUBLIC HEARINGS: <br />Assessments <br />Cooley Ranch Sewer Assessment District <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests <br />Q or objections had been received. <br />Q City Manager Gonzales stated that due to land divisions within the Cooley Ranch <br />Q Sewer Assessment District, the assessment rolls and diagram need to be amended, <br />concerning Assessment No. 29A. <br />Mr. Gonzales said if there are no objections, it would be in order for the City <br />Council to adopt Resolution No. 3942, confirming the amendment of Assessment No. <br />29A within the District. <br />Mayor Gonzales asked if anyone had questions or comments to make on this item. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution <br />No. 3942. Vote was unanimous. <br />RESOLUTION NO. 3942 - A RESOLUTION CONFIRMING AMENDED ASSESSMENT COOLEY RANCH <br />SEWER ASSESSMENT DISTRICT ASSESSMENT NO. 29A. <br />Redevelopment Agency <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no pro- <br />tests or objections had been received. <br />City Manager Gonzales advised that because certain documents have not as yet been <br />received, John Brown, Attorney for the Redevelopment Agency, has requested that <br />the Joint Public Hearing be continued to the next regular Council Meeting, November <br />20, 1979. <br />Moved by Councilman Rehrer, seconded by Councilman Temby, to continue the Joint <br />Public Hearing between the City Council and the Redevelopment Agency for the City <br />of Colton to Tuesday, November 20, 1979. Unanimous vote. <br />CORRESPONDENCE: <br />Building Code Files <br />Mayor Gonzales referred to a letter dated October 9, 1979, from William A. McCool <br />requesting time on the Agenda to address the City Council. <br />Mr. William A. McCool, 1305 Mohave Drive, Colton, spoke to the City Council with <br />regard to his property, Lot 29, Tract No. 7582, and complaints and problems that <br />extend over a period of 18 months concerning building code violations by an ad- <br />jacent property owner, Lot 32, Tract No. 7582, which were prevalent during the <br />course of construction and brought to the attention of City Staff with no action <br />taken. Mr. McCool stated these building code violations have affected his property <br />rights and the equity in his home. <br />N 0 V w <br />
