Boards & Commissions 321 <br />Recreation & Parks Commission <br />Mayor Gonzales presented two placques to the past Student Commissioners of the <br />Recreation and Parks Commission, John Tafolla and Rhonda Rodriguez. for their <br />services on the Commission. <br />PUBLIC HEARINGS: <br />Personnel <br />Finance Department <br />Mayor Gonzales declared the Public Hearing open. <br />Personnel Officer Elliott submitted the Affidavit of Posting and reported that <br />no protests or objections had been received. <br />Mr. Elliott stated the Public Hearing this evening concerns amending the City's <br />Pay and Classification Plan by changing the title of Account Clerk I to Keypunch <br />Operator in the Data Processing Division of the Finance Department. The title <br />and job description are job-related and the salary will remain the same. <br />Mr. Elliott said this matter has been discussed with the employee associations and <br />(� there are no objections. Mr. Elliott recommended approval of the job description <br />and Resolution No. 3935. <br />Mayor Gonzales asked if anyo-ne desired to speak on this matter. <br />Q Moved by Councilman Hayes, seconded by Councilman Rehrer, to terminate the Public <br />Hearing. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution <br />No. 3935. Vote was unanimous. <br />RESOLUTION NO. 3935 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMEND- <br />ING THE PAY AND CLASSIFICATION PLAN. <br />CORRESPONDENCE: <br />City Treasurer <br />City Treasurer, Margaret Berkebile, read the following statement: <br />My name is Margaret Berkebile and I am the City Treasurer of Colton. For the last <br />7 years I have held the office of City Treasurer with no increase in salary, be- <br />lieving it was the voters decision on whether or not I received any increase. This <br />year however, I requested additional salary due to the added work the 4 assessment <br />districts in the Cooley Ranch area have put into my office. I have no office help <br />or assistants and the work load has more than doubled. <br />Eventho an ordinance adopted in 1952 set the salaries of the City Treasurer and <br />City Clerk, this has not been followed since 1955 and the salary actually paid <br />was authorized by approval of the budget each year. My request was clearly written <br />into my budget, which was turned in in March. Section #36517 of the Government <br />Code allows a city to give added compensation by ordinance or resolution. My <br />budget, including the increased salary request, was approved without question <br />when the entire budget was passed under Resolution No. 3929 on August 21st. <br />However, the City Attorney called me to his office last Thursday and said it <br />was felt a new resolution should be made allowing the City Council to set the <br />salary of the City Treasurer and the City Clerk each year. Since additional <br />salaries have been paid to the City Treasurer and City Clerk, above what the <br />original ordinance stated since 1955, why do you now feel that a new resolution <br />separate from the city budget should be made. <br />If a new resolution is required, why was I not informed during the budget re- <br />view sessions? <br />Why was I not consulted about the search of records being done before it was <br />done? <br />If a new resolution takes a couple of months to become effective, as the City <br />Attorney advised me on Friday, what is the status of my salary during this <br />period. <br />Most importantly, who authorized Jerry Young to search the City Clerk's files <br />for anything pertaining to my salary, and who requested the City Attorney to make <br />a new resolution? <br />OCT 1979 <br />
