Planning Director Gonzales advised that legal counsel has recommended this matte 3 1 1 <br />be tabled until the next Regular Council Meeting, September 18, 1979, after second <br />reading of Ordinance No. 1568. <br />On Council consensus, Planning Commission Resolution No. 927, Conditional Use <br />Permit, Index No. C-12-79, was tabled until the next Regular Council Meeting. <br />Agreements <br />Mr. Gonzales reported on a Cooperation Agreement, between the City of Colton and <br />the County of San Bernardino, for Community Development Block Grant Funds as re- <br />quested by HUD. <br />Mr. Gonzales advised the Agreement is to verify the City was contacted by the <br />County and made aware of the various alternatives available regarding partici- <br />pation in the program. <br />Mr. Gonzales said Staff recommends the City Council approve this Agreement and <br />authorize the Mayor, City Attorney and City Manager to execute same. <br />Mr. Tom Laurin, representing the County Office of Community Development, stated <br />this Agreement is being requested by HUD, between the County and all potential <br />() urban county participants in the Community Development Block Grant Program, and <br />(� will supersede any prior agreement that the City may have with the County for <br />allocation of funds for 1980. <br />Q City Attorney Edwards commented that this Agreement would give the control to <br />the Count and would also.have <br />County precedence over any other prior Cooperation Agree- <br />ments the City had with the County, including our Housing Agreement. <br />Mr. Laurin then read portions of the proposed Cooperation Agreement and portions <br />of a memorandum received from HUD, advising that this agreement has nothing to <br />do with the County Housing Authority Agreement. <br />Councilman Temby expressed his concern over the City of Colton losing local <br />control. <br />After additional discussion, moved by Councilwoman Cisneros, seconded by Council- <br />man Hayes, to approve Cooperation Agreement between the City of Colton and the <br />County of San Bernardino and authorize execution by the Mayor, City Attorney and <br />City Manager, and also requested a letter of explanation from the County Office <br />of Community Development regarding prior agreements with the City together with <br />an indication of Colton's retaining local control. Unanimous vote. <br />Billboard Signs <br />Mr. Gonzales reported on a request for a billboard sign, by Heywood Company Out- <br />door Advertising of California, to establish a free-standing, off-site advertis- <br />ing sign to be located at La Cadena Drive and Interstate 15, which was approved <br />by the Planning Commission at a meeting held August 28, 1979. <br />Moved by Councilman Temby, seconded by Councilman Kay.®, approving request for <br />billboard sign from Heywood Company Outdoor Advertising at La Cadena Drive and <br />Interstate 15. Vote was unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Civil Service Board <br />Appeal <br />Acting City Manager Elliott stated the Civil Service Board held a Special Meet- <br />ing on August 15, 1979, to consider the Appeal of Jerry Young, and pursuant to <br />Rule XV, Section 5, of the City's Rules and Regulations, the findings have been <br />filed and certified copies sent to each of the Council Members. <br />Mr. Jerry Young, 817 Orange Grove, Colton, requested a continuation of this matter <br />to the next Regular Council Meeting, to prepare and present additional information. <br />Moved by Councilwoman Cisneros, seconded by Councilman Temby, to continue the <br />matter of Appeal of Jerry Young to the next regular Council Meeting, September <br />18, 1979. Vote was unanimous. <br />Agreements <br />Mr. Elliott presented an Agreement, between the City of Colton and the County of <br />San Bernardino, for Law Enforcement Helicopter Services, the cost of which was <br />SEP 41979 <br />
