Attorney Brown outlined Section 4, Pages 6 & 7 of Ordinance No. 1559 saying sa in that1 9 1 <br />this affirms the previous determination of the City Council.with regard to blight <br />as it existed in 1975; that is, the Council at this time is not to find the area <br />in a blighted condition presently, but that by the various legal definitions of <br />"blight", one being "under use" of land it was blighted in 1975. <br />City Manager Calabrese reported that his office had received a letter from Mr. Earl <br />Goodwin, County of San Bernardino, Administrative Officer, stating that Amendment <br />No. 1 to the Redevelopment for RDA Project No. 4, did not affect the County and <br />therefore, they chose not to comment. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to close the public <br />hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to pass first <br />reading of Ordinance No. 1559. Unanimous vote. <br />SPECIAL COUNCIL MEETING <br />JANUARY 10, 1979 <br />A Special Meeting of the City Council of the City of Colton was held on the above <br />given date in the Council Chambers of the Civic Center, located at 650 North La <br />Cadena Drive, Colton, California, at 5:00 p.m., Mayor Gonzales presiding. <br />Notice of Special Meeting was given on January 8, and 9, 1979, in compliance with <br />Government Code Section 54956. <br />Rni I CAI I <br />Council members present were Hayes, Cisneros, Rehrer, Temby, and Mayor Gonzales. <br />Also present were City Manager Calabrese, City Attorney Edwards, City Clerk Ramos, <br />and Department Heads. <br />PROGRAMS AND PROJECTS: <br />Goals <br />City Manager Calabrese addressed the Council saying the purpose of todays meeting <br />is to receive input from the Council as to the program areas they would like to <br />work in. Mr. Calabrese said once the proposed goals are voiced by the Council, Staff <br />can put the information together for Council to consider and take action, thereby <br />having the Council set specific goals. <br />Mr. Calabrese briefly outlined the steps and action that should be followed by both <br />Council and Staff to properly arrive at specific goals and then to implement the <br />goals established by the Council. Mr. Calabrese charted out the elements that would <br />be necessary to effectively accomplish goal setting and implementation, as being, <br />leadership, assessment, agreement, analysis, implementation, and evaluation.
