Mayor Gonzales read the City Treasurer's letter in full. 421 <br />Councilman Rehrer stated he could not see or go an increase of $6,000 for this <br />position. <br />Council was of the consensus that the request should be looked at during the final <br />budget consideration. <br />Moved by Mayor Gonzales, seconded by Councilman Hayes to tentatively approve the <br />City Treasurer's budget excluding the additional request for $6,000 salary in- <br />crease and to take it into consideration at the end of budget deliberation. Unanimous <br />vote. <br />City Clerk <br />City Clerk Ramos presented the budget for the Office of the City Clerk, saying <br />the major requests in her budget that were deleted by the City Manager were that <br />of two additional persons. <br />Mrs. Ramos briefly explained how the switchboard came to fall under her supervision, <br />that in the event the time comes when the current CETA position is no longer fund- <br />able, it would be imperative to have a permanent person on board to do the relief <br />(D work. Mrs. Ramos said hopefully it would never come to a point where she or the <br />Co Administrative Secretary would again have to help on switchboard on a regular basis, <br />this is a very expensive way to handle this situation. <br />Mrs. Ramos explained the need to have a Secretary I added to the office to assist in <br />preparing records for microfiliming, do the routine clerival office work, and most <br />Q importantly learn the processing of liability claims. <br />Mrs. Ramos said the second position requested is that of Microfilm Clerk, this posi- <br />tion is currently filled with a CETA person whose work assignment time runs out in <br />September, 1980. The Microfilm Clerk does filming for all City departments, it is <br />a much needed position as all departments are desirous of improving their record <br />accountability. <br />Mrs. Ramos explained with the two additional persons requested aboard, she would be <br />available and able to assist other departments with their records as she has often been <br />called upon to do. Mrs. Ramos explained the function of her office is to lend cleri- <br />cal support to the total City operation, both Council and Staff wise, the office is <br />one of controlled paper flow. <br />Discussion followed on transferring the budget accounting of the switchboard to the <br />Civic Center Budget and taking it out of the City Clerk's Budget. On Council con- <br />sensus, the funding for the Switchboard Operator was transferred.to the Civic Center <br />Budget, leaving the supervision responsibility with the City Clerk. <br />Councilwoman Cisneros recommended that the Microfilm Clerk continue to be funded and <br />manned through the CETA Program. <br />After further discussion, moved by Councilman Hayes, seconded by Councilwoman Garcia, <br />to tentatively approve the City Clerk's Budget, adding the Secretary I position, and <br />authorizing the Microfilm Clerk through CETA. Unanimous vote. <br />Planning <br />Planning Director Trevino presented the Planning Budget informing the City Council <br />that under Professional Services he is requesting $45,000. Mr. Trevino explained <br />that $25,000 has been saved in the current 1979-80 FY Budget in the Salary Account, <br />as one position has remained vacant. Mr. Trevino said he would like to see an ad- <br />ditional $20,000 added to the $25,000 savings to be budgeted in the Professional <br />Service Account for the purpose of contracting with an outside firm for complete <br />update of the City's General Plan. <br />Discussion followed. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to tentatively approve <br />the Planning Budget as submitted. Unanimous vote. <br />Community Promotion <br />City Auditor Young explained the Community Promotion Budget of $6,120 allows for <br />Council attendance at League Meetings and Conferences, SANBAG and SCAG annual dues, <br />JUN 17 1980 <br />
