430 Abril had at the last budget session requested an itemized list of all expenditures made from the Revenue Sharing funds allocated to the Special Recreation Program and as a result, he and Mr. Lofy will be meeting with Ray tomorrow to go over the un- used portion of the funds and to present him with the findings of the audit on those funds. Mr. Elliott said the audit is being conducted by Finance and should be ready in time for the meeting tomorrow. Discussion was held on the major items that were purchased for both centers. Mr. Lofy explained that North and South committees were formed and that all existing programs created through the special fund will continue, however, they will be con- tained in the Recreation Budget and expenditures will be continued to be made follow- ing the existing procedures. Recreation/Personnel Recreation Director Lofy addressed the Council on his budget saying he is request- ing an additional position, that of Recreation Supervisor. Mr. Lofy said it is his opinion that both centers should be manned by City personnel. Mr. Lofy said he did not want to imply any ill reference to Mrs. Bea Hernandez, the County em- ployee acting as the Luque Center Director, however, having a County employee manning a City facility has not proved to be the route to follow. Mr. Lofy said Mrs. Hernandez is employed by the County and is responsible to the County for performing her job, which on many occasions requires her to be out of the Center for periods of time. Mr. Lofy stated that for accountability, a City employed person should supervise the activities at the center and also program for much needed expand- ed activities. Discussion followed, with Councilwoman Garcia asking if this person was going to have the time to go after much needed and available grants. Mr. Lofy replied yes. Mr. Lofy said the second personnel item he would like to discuss with the Council is that of reclassification of the PBX/Receptionist position, the person now assigned to him, to a Secretary I classification. After brief discussion, moved by Mayor Gonzales, seconded by Councilman Hayes, to tentatively approve the Recreation Budget to include the Recreation Supervisor and the Reclassification as requested. Unanimous vote. Finance Mrs. Andengaard, Acting Finance Director, outlined each of separate budgets prepared for the Finance Department. Mrs. Andengaard stated there were minor increases and decreases in each of the budgets, however, program and item wise there has been no change. Mrs. Andengaard said two requested positions were deleted by the City Manager and presently she agrees that Finance can operate for another year without them. Civic Center Mrs. Andengaard briefly reviewed the Civic Center saying this budget shows an in- crease due to inflationary costs, additionally this budget per Council direction will not reflect the salary of the Intermediate Clerk Typist/PBX Operator. Capital Improvement Acting City Manager Elliott reported the Capital Outlay for the Civic Center allows for replacement of the existing air conditioning system located in the basement via roof mounted units, for a more uniform and controllable system. Mr. Elliott said the other item included in Capital Improvement is replacement of the worn out car- peting in the City Treasurer's Office, Secretarial and Accounting areas and for in- stallation of carpeting in the uncarpeted areas of City Hall. Mr. Elliott said the existing flooring has been in place since 1960, is badly worn and creates a serious liability factor to the City. Moved by Councilman Hayes, seconded by Councilwoman Garcia to tentatively approve the Finance, Civic Center, and Capital Improvement Budgets as presented. Unanimous vote. City Council The City Council briefly reviewed the City Council budget as prepared by the Acting City Manager. Moved by Mayor Gonzales, seconded by Councilwoman Garcia, to tentatively approve the City Council Budget as submitted. Unanimous vote. J UN 19 1980
