430 Abril had at the last budget session requested an itemized list of all expenditures <br />made from the Revenue Sharing funds allocated to the Special Recreation Program and <br />as a result, he and Mr. Lofy will be meeting with Ray tomorrow to go over the un- <br />used portion of the funds and to present him with the findings of the audit on those <br />funds. Mr. Elliott said the audit is being conducted by Finance and should be ready <br />in time for the meeting tomorrow. <br />Discussion was held on the major items that were purchased for both centers. Mr. <br />Lofy explained that North and South committees were formed and that all existing <br />programs created through the special fund will continue, however, they will be con- <br />tained in the Recreation Budget and expenditures will be continued to be made follow- <br />ing the existing procedures. <br />Recreation/Personnel <br />Recreation Director Lofy addressed the Council on his budget saying he is request- <br />ing an additional position, that of Recreation Supervisor. Mr. Lofy said it is <br />his opinion that both centers should be manned by City personnel. Mr. Lofy said <br />he did not want to imply any ill reference to Mrs. Bea Hernandez, the County em- <br />ployee acting as the Luque Center Director, however, having a County employee manning <br />a City facility has not proved to be the route to follow. <br />Mr. Lofy said Mrs. Hernandez is employed by the County and is responsible to the County <br />for performing her job, which on many occasions requires her to be out of the Center <br />for periods of time. Mr. Lofy stated that for accountability, a City employed person <br />should supervise the activities at the center and also program for much needed expand- <br />ed activities. <br />Discussion followed, with Councilwoman Garcia asking if this person was going to <br />have the time to go after much needed and available grants. Mr. Lofy replied yes. <br />Mr. Lofy said the second personnel item he would like to discuss with the Council is <br />that of reclassification of the PBX/Receptionist position, the person now assigned <br />to him, to a Secretary I classification. <br />After brief discussion, moved by Mayor Gonzales, seconded by Councilman Hayes, to <br />tentatively approve the Recreation Budget to include the Recreation Supervisor and <br />the Reclassification as requested. Unanimous vote. <br />Finance <br />Mrs. Andengaard, Acting Finance Director, outlined each of separate budgets prepared <br />for the Finance Department. Mrs. Andengaard stated there were minor increases and <br />decreases in each of the budgets, however, program and item wise there has been no <br />change. Mrs. Andengaard said two requested positions were deleted by the City Manager <br />and presently she agrees that Finance can operate for another year without them. <br />Civic Center <br />Mrs. Andengaard briefly reviewed the Civic Center saying this budget shows an in- <br />crease due to inflationary costs, additionally this budget per Council direction <br />will not reflect the salary of the Intermediate Clerk Typist/PBX Operator. <br />Capital Improvement <br />Acting City Manager Elliott reported the Capital Outlay for the Civic Center allows <br />for replacement of the existing air conditioning system located in the basement via <br />roof mounted units, for a more uniform and controllable system. Mr. Elliott said <br />the other item included in Capital Improvement is replacement of the worn out car- <br />peting in the City Treasurer's Office, Secretarial and Accounting areas and for in- <br />stallation of carpeting in the uncarpeted areas of City Hall. Mr. Elliott said the <br />existing flooring has been in place since 1960, is badly worn and creates a serious <br />liability factor to the City. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia to tentatively approve <br />the Finance, Civic Center, and Capital Improvement Budgets as presented. Unanimous <br />vote. <br />City Council <br />The City Council briefly reviewed the City Council budget as prepared by the Acting <br />City Manager. <br />Moved by Mayor Gonzales, seconded by Councilwoman Garcia, to tentatively approve the <br />City Council Budget as submitted.
